and Bear Creek Intersections

Justification
I. RECOMMENDATION
1. APPROVE funding for a traffic signal at the
intersection of San Pablo Dam Road and Castro Ranch
Road, whereby the County would pay for 25% of the cost,
the City of Richmond would pay for 50% of the cost, and
developers would pay for the remaining 25% of the cost.
2 . APPROVE funding for , a traffic signal at the
intersection of San Pablo Dam Road and Bear Creek Road,
,whereby the County would pay for 25% of the cost, the
City of Orinda would pay for 50% of the cost and the
East Bay Municipal Utility District would pay for the
remaining 25% of the cost (not to exceed $50, 000) .
3 . AUTHORIZE the Public Works Director to commence the
sale of the surplus County properties located at 10
Cresta Blanca and 34 Sleepy Hollow Lane in Orinda.

II. FINANCIAL IMPACT
The Castro Ranch Road signal and intersection improvements
are estimated to cost $325, 000. The County share of $81, 250
will be funded by El Sobrante Area of Benefit fees.
The Bear Creek Road signal is estimated to cost $200, 000.
The County share of $50, 000 will be funded by the proceeds
from the sale of the above surplus properties.
III. REASONS FOR RECOMMENDATIONfBACKGROUND
The County and the City of Richmond have been working
together over the last year through the El Sobrante Traffic
Advisory Committee to identify traffic problems and sources
of funds to mitigate the traffic impacts as a result of .new
development in the area. One of the joint projects
identified is the signalization of the Castro Ranch Road/San
Pablo Dam Road intersection. A second project is the Appian
Way Triangle Project. The city has been negotiating with
developers for their participation in funding the signal and
intersection improvements. These discussions have produced
a proposal that the Castro Ranch Road/San Pablo Dam Road
Traffic Signal Project be funded 50% by the City of
Richmond, 25% by the County, and 25% by developers. The
city will design and administer the project.
The traffic signal on San Pablo Dam Road at Bear Creek Road
is listed on the program list for the Lamorinda Area of
Benefit. The County and City of Orinda have been
discussing the funding for this traffic signal over the past
two years. The result of these discussions is a proposal
that the traffic signal be funded 50% by the City of Orinda,
25% by the County, and 25% by East Bay Municipal Utility
District with the District' s share not to exceed $50, 000.
The East Bay Municipal Utility District Board has already
approved their participation. The County will design and
administer the project. Construction is scheduled to occur
in early 1989 .
Joint Exercise of Powers Agreements will be prepared for
each project and presented to the participating agencies for
execution prior to the transfer of funds.
IV. CONSEQUENCES OF NEGATIVE ACTION
Without approval of funding the above traffic signal
projects cannot be constructed.

That the Contra Costa County Board of Supervisors approve funding for
a traffic signal at the intersection of San Pablo Dam Road and Castro,
whereby the County would pay 'for 25% of the cost, the City of Richmond
would pay for 50% of the cost, and developers would pay for the
remaining 25% of the cost.

BACKGROUND:
The Contra Costa County Administrators office has determined that
funding is available for these projects.
