BACKGROUND:
There are currently two vacancies on the Human Relations
Commission and the terms of five Commissioners expire on November
4, 1988 . One of the Commissioners, John Gilkison, Jr. , has asked
not to be reappointed to the Commission. Therefore, there are
actually three vacancies to be filled at this time. On October
4 , 1988, the Board of Supervisors asked the Human Relations
Commission to interview the candidates who had applied for these
vacancies and make their recommendations to our Committee.
On October 24, 1988, our Committee met with the Chairman of the
Commission, Cy Epstein, and the Executive Director to the
Commission, Fred Persily. Since one of the original members of
the Commission, John Gilkison, Jr. , has asked not to be
reappointed to the Commission, the Commission has asked that the
Board of Supervisors adopt a Resolution expressing the Board' s
appreciation to Mr. Gilkison for his dedicated service to the
Commission and our Committee endorses that recommendation.
The Commission has interviewed all of the applicants and has
recommended all of the female applicants to our Committee on the
basis that the Commission needs more female members in order to
maintain the balance which is required by the Ordinance
establishing the Commission. This is consistent with the
conclusion of the Board of Supervisors on October 4, at which
time the Board indicated to the Commission that the two vacancies
should be filled with women. Our Committee has reviewed the
applications from the individuals who were interviewed by the
Commission and is recommending the appointment of Dolores Sanchez
of Richmond and Kate Quisenberrry of Pittsburg for two of the
vacancies. This is also consistent with the Board' s direction of
October 4 that of the two vacancies at least one be filled with
an Hispanic and that both East County and West County required
more representation.
Four of the five Commissioners whose terms are expiring have
indicated an interest in being reappointed and the Commission is
endorsing their reappointment. None of the four has served more
than two years on the Commission and our Committee believes that
all should be reappointed to full three-year terms on the
Commission.
We are not yet prepared to make a recommendation to fill the
third vacancy created by Mr. Gilkison' s request not to be
reappointed although we expect to be able to do so next week.
