SUBJECT:
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOf4MENDATIONS:
1 . That the Board of Supervisors establish a Drug Summit
Steering Committee consisting of the following:
County Administrator
District Attorney
Sheriff-Coroner
Health Services Director
Social Services Director
County Probation Officer
2. That the Steering Committee form a broad-based Planning
Committee consisting of concerned community organizations,
the Drug Abuse Board, schools, churches, cities, physicians,
parents and other similar groups which are concerned. with
the drug abuse problem in Contra Costa County to advise the
Steering Committee on the details of the agenda and to
assist in publicizing Drug Summit I .
3 . . That the Drug Summit Steering Committee be directed to plan
to hold Drug Summit I sometime during the period between
January 20, 1989 and February 9, 1989, preferably on either
Saturday, January 28, 1989, or Saturday, February 4, 1989.
As soon as the date is fixed, direct the Health Services
Director to advise the President-Elect of the United States
and the Attorney General of California, in hopes that either
or both will be able to either attend in person or send a
videotaped message to the Conference.
4 . That, in preparation for Drug Summit I , the Steering
Committee inventory all available resources which are
presently attempting to address various aspects of the drug
abuse problem in Contra Costa County, including at least the
following:
* law enforcement resources
* prosecution
* confinement
* treatment
* public education

* prevention, and
* community involvement
and prepare a background briefing paper which includes such
data as the number of arrests made, the number of cases
prosecuted, the number of dealers and users sent to jail and
prison, the number of units of treatment which are presently
being provided, the number of education and prevention
programs which are presently available in the County and any
other data which is available on the extent of the problem
in this County, so that participants in the Drug Summit have
an objective basis of factual information from which to
begin discussing the extent and nature of the problem and
from which to propose possible solutions.
5 . That the Steering Committee be directed to include in the
agenda for the Drug Summit I , at least the following
elements:
o An opportunity for a community exchange of information
on the cause, nature and extent of the drug problem in
Contra Costa County.
o A description of the cause, nature and extent of the
problem from the perspective of law enforcement,
prosecutors and health services professionals.
o A description of what is currently being done in Contra
Costa County to address the drug abuse problem from the
perspective of law enforcement, prosecutors and health
services professionals.
o An opportunity for the community to comment on what it
thinks the community can do to help eliminate the drug
abuse problem, given the assumption that arresting and
prosecuting drug dealers and drug users will never
solve the problem in the long term.
6 . That the Board of Supervisors direct the Steering Committee
to poll each member of the Board of Supervisors to insure
that the Board Members ' input is taken into account in
preparing the agenda for Drug Summit I .
7. That the Board of Supervisors refer to the Steering
Committee recommendations 2 - 5 from the Internal Operations
Committee ' s report dated August 15, 1988, which include the
following:
o Follow Drug Summit I with a series of regional
conferences in each Supervisorial District, sponsored
by the Supervisor from that District, which can address
the draft agenda for future actions from the unique
perspectives of that area of the County and refine the
definition of the problem, description of "what works"
and prepare a draft final agenda on necessary future
actions.
o Authorize the Health Services Director to plan a Drug
Summit II for "Red Ribbon Week" in October, 1989 to
receive reports from each of the Regional Conferences
and refine and reach consensus on the future agenda for
action by the citizens of Contra Costa County to attack
the substance abuse problem in this County.
o Plan to advertise Drug Summit I during "Red Ribbon
Week" in October, 1988 .

o Request the Health Services Director and other
concerned departments, agencies and citizens to meet
with our Committee again in October, 1988 to confirm
plans for Drug Summit I .
8 . Request the Steering Committee to report to our Committee
again on November 28, 1988 at 10: 00 A.M. on the date, time,
and place for Drug Summit I , the agenda for and names of
speakers for Drug Summit I plus the other recommendations
which are referred to the Steering Committee in
recommendation #6 above.
BACKGROUND:
On August 16, 1988, the Board of Supervisors approved a
recommendation from our Committee that staff plan a "Drug Summit
I" for January, 1989. All other recommendations made by our
Committee were referred to the District Attorney, Sheriff-Coroner
and Health Services Director to consider and report back to the
Board of Supervisors.
The County Administrator, District Attorney, Sheriff-Coroner and
Health Services Director have met on this subject. On the basis
of their meeting and discussions with the members of the Board,
it is our Committee' s recommendation that the Board of
Supervisors approve the above recommendations.
The overall purpose of Drug Summit I is to lay the groundwork for
establishing a goal of a drug free Contra Costa County within a
reasonable period of time. To accomplish this we believe that
the professionals in the field and leaders in the community must
come together, agree in general terms on the nature, extent and
cause of the drug problem in Contra Costa County, review those
programs in the County which are attempting to address the
problem of drug abuse and identify those that work and then agree
on the steps which are needed in the future to accomplish the
objective of truly having a drug free Contra Costa County.
