It was noted by Supervisor McPeak that a letter dated October 24, 1988, was received from the Chairperson of the Contra Costa County Alcoholism Advisory Board advising that all alcohol programs are directed toward improving the self-esteem of individuals who are enrolled in. their programs. Joseph Goglio, Chairman, Human Services Advisory Commission, commented on the recommendations as presented. Chairman Schroder read comments submitted by Camille Giglio requesting that consideration be given to soliciting input from the private sector to assist in the development of an inventory tool on self-esteem. Supervisor McPeak commented on the recommendations of the Human Services Advisory Commission and advised that she does not believe an extensive inventory on self-esteem is needed as is the need to identify successful programs that promote self-esteem. Therefore, she recommended that the matter be referred back to the. Human Services Advisory Commission with the request to review and identify three to five of the most outstanding or most successful programs that promote self-esteem within the program areas of alcoholism, drug abuse, mental health, and services to the elderly, women and children, including programs within the church community. She suggested that the Commission meet with representatives of the various advisory boards as well as solicit input from the community. RECOMMENDATIONS Approve and direct Human Services Advisory Commission to implement the: "Recommended Process for Carrying Out the Board of Supervisors' Directions Regarding Asking Various Advisory Boards to Identify Programs Which Support and Foster Self-Esteem" as submitted in the attached correspondence dated October 14, 1988. II. FINANCIAL IMPACT A. The recommended process includes a three-part work program. It is estimated that Part I, Development of Process, will require approximately $1,250 to pay for personnel and sup- plies. The operational budget for HSAC can cover these costs. B. The costs of the Part II, Collection of Data; and Part III, Compilation and Production of Inventory, are dependent upon the outcome of the meetings to be held during Part I. It is estimated that the cost to survey and catalog self esteem programs being conducted by the county, cities, schools, private agencies, churches and service clubs and associations would not exceed $7,000. Of this amount, $400 would be re- directed HSAC staff, and the remainder would require new funds for supplies and postage ($450) and for clerical and adminis- trative staff ($6,150) to collect, analyze and prepare final inventory and report to the Board of Supervisors. The latter cost would depend upon: (1) The complexity of the inventory questionnaire to be designed; (2) the number of organizations to be contacted; (3) the number of inventory questionnaires returned; and (4) the amount of time needed to prepare the final inventory and report to the Board of Super- visors. The source of the "new funds" is to be identified during Part I. REASON FOR RECOMMENDATION The Human Services Advisory Commission has reviewed the history of the State Self-Esteem Task Force program at the state and local level. The Commissioners found that it is necessary to bring together in a positive environment all those persons and agencies who would be involved in the inventory project in Contra Costa County. These meetings would be called to obtain ideas and the commitment from all sectors in support of this project. The recommended process could help assure the development of a consen- sus among all interested parties. Without such a consensus, it is unlikely that a significant number of programs which support and foster self esteem can be inventoried and reported to the Board of Supervisors. IV. BACKGROUND The Board of Supervisors on August 16, 1988 approved recommenda- tions from the Internal Operations Committee dated August 8, 1988 regarding the Clarification of the Role of the Human Services Advisory Commission. Recommendation No. 5 of that reports stated: "5. Request the Human Services Advisory Commission to recommend the process which should be followed in carrying out the Board of Supervisors' directions regarding asking various advisory boards to identify programs which support and foster self- esteem and return their recommendations to the Board of Supervisors by November 1, 1988." The Human Services Advisory Commission assigned this task to a committee. The committee reviewed the matter and developed a set of recommendations for presentation to HSAC for action. Schroder Chair, County Board of Supervisors 510 La Gonda Way Danville, CA 94526 Dear Supervisor Schroder: The members of the Human Services Advisory Commission voted at their meeting of September 28, 1988 to adopt the attached "Recommended Process for Carrying Out the Board of Supervisors' Direction Regarding Asking Various Advisory Boards to Identify Programs Which Support and Foster Self Esteem." This action is taken in response to request made by your Board at its August 16, 1988 meeting. The recommended process is a time table of activities and the proposed work program, and is to be supervised by HSAC. The process will actively involve those advisory bodies and others identified by your Board. HSAC believes that the early and meaningful involvement of these organizations and individuals in both the development and the implementation of the process will lead to a cooperative and support- ive environment -- an environment in which all will contribute to the successful inventorying of self-esteem projects within our county. The recommended process will require personnel, supplies and postage to help develop a community consensus, gather and compile data, and produce a report for presentation to your Board by the December 1989 deadline. The specific items, their costs, and source of funding will be developed during the initial meetings. Members of HSAC are very supportive of this process. We request that HSAC be given the proper authority and resources so that an accurate and comprehensive report of successful self-esteem programs operating in our county can be produced within the set time-table. Develop agreed upon definition of the term "Self-Esteem" (based upon State Self-Esteem Task Force definition) . 4. Develop operational uses for the inventory. 5. Develop agreed upon inventory form. 6. Develop listing of agencies, organizations and persons to be asked to complete inventory form. 7. Develop agreement as to who should be responsible for requesting which agencies, organizations and persons to complete form and to do follow-up. -2- 8. Develop format for reporting findings to the Board of Supervisors. 9. Develop means to make findings available to practitioners and public. 1/25/89 HSAC reviews results of meetings and requests HSAC Sub-Committee and staff to develop inventory form and written set of procedures. 2/8/89 HSAC to review form and procedures, make changes as necessary, authorize initiation to begin March 13, and authorize Chair and staff to notify Board of Supervisors of these actions. 3/8/89 HSAC to authorize initiation of process if no instruction by BofS to the contrary. 3/13 to HSAC responsible for distributing and collecting 9/15/89 inventories. 9/16 to HSAC responsible for compiling results and writing 10/24/89 report to BofS. 10/25/89 HSAC reviews and approves for presentation to BofS. 11/7/89 Report to Board of Supervisors. PROPOSED WORK PROGRAM The following work program is submitted in support of the project to inventory Self-Esteem projects currently operating in Contra Costa County. The process is shown in three parts. A. DEVELOPMENT OF PROCESS, CONSENSUS, AND PROCEDURES TIME SCHEDULE: OCTOBER 25, 1988 TO JANUARY 25, 1989 HSAC will convene at least eight (8) meetings of participants in the inventory process. Organizations and individuals to be invited will include: (1) Seven Advisory Boards to the Board of Supervisors; ( 2) Twenty-One school districts; (3) Eighteen cities and other special districts; and (4)"Others" from those who have attended Board of Supervisors hearings and/or have indicated their interest in this inventory (maximum of five meetings, depending upon progress of developing consensus among these divergent groups) . B. COLLECTION OF DATA TIME SCHEDULE: JANUARY 25, 1989 TO SEPTEMBER 15, 1989 In a manner developed at the above meetings, HSAC will work with other participants to: ( 1) Identify and develop mailing lists of program operators to be contacted (Estimated: 400 provider agencies, 400 service clubs and organizations and 200 interested individuals and groups) ; (2) design and print inventory questionnaires and cover letters; (3) address and distribute letters and questionnaires; ( 4) answer questions; and ( 5) log in returned material. C. COMPILATION AND PRODUCTION OF INVENTORY TIME SCHEDULE: SEPTEMBER 15, 1989 TO DECEMBER 31, 1989 In a manner developed at the above meetings, HSAC will work with other participants to: (1) Review each returned questionnaire (estimated: 250) and follow up with respondents, as necessary; (2) sort returned inventory by type of service program; (3) produce index showing services, clients, geographic area, etc. ; (4) write report, summary and cover letter; and (5) reproduce required number of copies for Board of Supervisors and Clerk of the Board files (estimated: 20) .
