SUBJECT; Work Alternative Program: Revision of Fees V�I� �I�
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Sheriff-Coroner to increase fees paid by every person
accepted as a participant in the Work Alternative Program as follows:
Interview fee of $31.00 plus $3.00 for each day of work
scheduled, based on his or her ability to pay.
II. FINANCIAL IMPACT: ,
Approval of this authorization will enable the Work Alternative Program to
continue to operate with the pro-rata cost of administration paid by each
participant based on his or her ability to pay, with no program cost incurred by
the County.
III. REASONS FOR RECOMMENDATION:
Since the inception of the Work Alternative Program (WAP), there has been a
continual increase in the number of referrals from the courts. The continual
growth of the program has necessitated increasing the program's staffing by two
(2) positions. This increase in staffing, coupled with the continual growth of
the program requires additional funds to offset the cost of salaries, equipment
and leasing of additional office space as well as maintaining existing budgetary
needs.
IV. BACKGROUND;:
In 1983, the Board of Supervisors, by Board Order (Resolution No. 83/361)
established the Work Alternative Program pursuant to the authority granted the
Board of Supervisors in Penal Code Section 4024.2.
In 1984, the Board of Supervisors, by Board Order (Resolution 84/95) established
the current fee schedule of $26.00 plus $2.00 for each day of work scheduled.
This fee schedule was implemented pursuant to the authority granted the Board of
Supervisors in Penal Code Section 4024.2(e).
V. CONSEQUENCES OF NEGATIVE ACTION:
Budgetary needs for the operation of the Work Alternative Program for fiscal
year 1988-1989 require this upward revision of fees. Without approval of this
fee increase, the Work Alternative Program will lose its ability to charge fees
with which to offset the administrative costs of this rogram, thus becoming a
burden on the Department/County budget.
