SUBJECT: Authorizing Execution of JTPA 8% Eligibility Certification Contract
with Richmond Unified School District
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County Private
Industry Council, to execute, on behalf of the County, a
Contract with the Richmond Unified School District to provide
JTPA eligibility certification for participants enrolled in
the District's JTPA 8% project for the period November 1, 1988
through June 30, 1989 at $100 per certification (approximately
25 certifications), subject to approval by County Counsel as
to legal form.
II. FINANCIAL IMPACT:
None. Payments from Richmond Unified School District will be
100% federal JTPA 8% funds.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
In April, 1988, the Richmond Unified School District submitted
a Request for Proposal (RFP) to the State Department of
Education for funding of a dropout re-enrollment program under
State Education Coordination and Grants (SECG) 8% component of
the Job Training Partnership Act (JTPA). This proposal was
approved by the State Job Training Coordinating Council
(SJTCC) for implementation in Program Year 1988-89.
In accordance with State recommendation, the proposal
indicated that certification of JTPA eligibility of
participants would be done by the Contra Costa County
Service Delivery Area (SDA) and funds (at $100 per
certification) were included in the project's proposed
budget.
Pursuant to existing PIC procedure, the actual participant
eligibility certification will be done by the PIC's West
County Regional Office (contracted to County Office of
Education/Regional Occupational Program) through ashort form
contract with the County.

Richmond Unified School District's proposal for dropout re-
enrollment will serve participants in the District who reside
outside the City of Richmond. City of Richmond residents are
currently served through a similar project funded by the City
of Richmond Private Industry Council.
