She recommended that letters of appreciation be sent to Assemblyman Bill Baker, Dorothy Sakazaki and Roy Hawes for their assistance on behalf of the County in this matter. Supervisor Tom Powers commented on Supervisor Fanden' s efforts in the matter and recommended that the Chair sign a letter of appreciation to her. FINANCIAL IMPACT: None. REASONS FOR RECOMMENDATIONS/BACKGROUND: The Tri-Valley Transportation Committee has provided a forum for the cities of Danville, San Ramon, Dublin, Pleasanton and Livermore, and Alameda and Contra Costa Counties to discuss the development and implementation of a transportation plan for the Tri-Valley area. At the September 21 meeting, Chairman Wayne Bennett asked each agency to bring the idea of forming a Joint Powers Authority before their councils and boards. The goals of the JPA would be as follows: 1 . Develop a transportation model to serve as one plan for the Tri- Valley area; 2. Develop and prioritize infrastructure needs; and 3 . Lobby for funding infrastructure needs. The Board' s Transportation Committee supports the idea of participating in any organizational structure involving cooperative planning to solve Tri-Valley transportation problems. Recent meetings of the Tri-Valley Transportation Committee have centered on some land use and transportation planning activities that could significantly affect Contra Costa County. Participating in a JPA to develop areawide solutions would be supported if appropriate. The primary concern of the Board' s Transportation Committee is that any organization structure for transportation planning in the Tri- Valley area be compatible with the efforts underway by Contra Costa and Alameda Counties. Both counties are devoting significant resources to developing transportation planning tools for analyzing the affects of various land development proposals. Both counties are participating in discussions to ensure. that our respective efforts are compatible with each other and with the regional planning efforts of MTC.
