RESOLUTION NO. 88/682 SUBJECT: In the Matter of Implementing a Custodial Trainee Program Whereas the Departments of Social Service and General Service in conjunction with the Personnel Department and the Contra Costa County Employees Association, Local 1 have designed and are prepared to implement a Custodial Trainee ,Program for General Assistance recipients; Be It By the Board of Supervisors Resolved that the following provisions relative to the operation of the Custodial Trainee Program are adopted effective October 25, 1988. General Services Department Responsibilities. a. Supervise and train employable General Assistance recipients in all aspects of the custodial field, with the goal of preparing the participants for unsubsidized employment. b. Assign Custodian II 's as Leads to provide work direction to program participants. Custodian II 's so assigned will receive. Lead pay beginning on the 1st day of any such assignment, rather than the 11th workday specified in Section 5.14 of the Local 1 MOU. c. Provide participant transportation to and from designated pickup points and training sites. d. Provide County job market information to participants with special emphasis on custodial-related positions. e. Issue a certificate of successful completion after the 3 months of participation in the Custodial Trainee Program. f.. Refer successful program participants to County Personnel for testing and potential placement on the Custodial I eligible list. Social Service Department Responsibilities. a. Assess, select -and refer participants for the three-month Custodial Training Program. b. As agreed to in the attached sideletter, provide orientation meeting for all selected participants during which all aspects of the program are explained, and after which a' Participant Contract is signed. c. Fill program vacancies in response to requests from General Services Department. A. Pay the additional costs for salary and benefits for Custodians in higher pay Lead Custodian assignments'. Cisterman Director of Personnel AGRM= FOR LEAD CUSTODI M TEMPORARY ASSIGIU'I NTS This is to confirm that the General Services Department . will request, in writing to the Personnel Department, Lead Custodian Pay for Work in a Higher . Classification for employees temporarily assigned to such jobs. The Personnel Department will approve -those requests and forward them to the. County AIministrator for final approval. Employees in Custodial Services so assigned will receive the Lead Custodian pay beginning on the first day of any such assignment (rather than the 11th workday specified in Section 5.14 of the Local 1 MOU) . This agreement, like the one for Grounds Services, is for the purpose of providing work direction to General Assistance clients participating in the Social Service workfare programs. The County does not have a sufficient number of permanent positions to provide the required work direction. This agreement is effective October 25, 1988.
