Director of Community Development Costa DATE: October 12 , 1988 County SUBJECT: Progress Report on the Study of The Effects of Wind Power Turbines on Avian Activity and Habitat Use. SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIION Accept the report of the Director of Community Development. BACKGROUND On May 3 , 1988, the Board authorized Contra Costa County participation in a study of the effects of wind power turbines on raptors (birds of prey) . The Alameda County Planning Department is the contact agency for the study. The California Energy Commission grant agreement has been approved for $120,000. A technical advisory committee has been set up consisting of representatives from Alameda, Contra Costa and Solano Counties, the California Energy Commission, the California Department of Fish and Game, United States Fish and Wildlife Service, Pacific Gas & Electric Company, a local wind energy company, a raptor specialist, a local wind energy consultant and a member from the American Wind Energy Association. On July 20, 1988, the process began for selection of a consultant to perform the study. On September 16, 1988, the formal request for proposal was sent to nineteen interested consultants. They have until 6ctober 21, 1988 to submit their proposals for the study. ATTESTED OCT 2 5 1988 PHIL BATCHELOR, CLERK OF THE BOARD OF SUPERVISORS n AND COUNTY ADMINISTRATOR BY DEPUTY AB:plp -2- Subsequently, copies of the proposals and evaluation criteria will be sent to each committee member for review prior to the Technical Advisory Committee (TAC) meeting. This meeting is presently planned for late October or very early November. There will probably be at least two TAC meetings reviewing the proposals and making recommendations on consultant selection. The study is likely to take approximately two years to complete. We will report back periodically on its progress. i
