SCHRODERCosta DATE: September 20, 1988 Co ,* SUBJECT: TRANSPORTATION PARTNERSHIP COMMISSION FUNDS IN COUNTY CARE Wt� SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: The County Auditor-Controller ' s Office requires authorization from the Board to officially activate the account. The Transportation Committee recommends that the Board of Supervisors take the following actions: 1. authorize the County Auditor-Controller to receive into and disburse from the County Treasury, monies of the Contra Costa Transportation Partnership Commission which has also been designated the Contra Costa Transportation Authority; and 2. that the monies will be kept in a separate trust fund for the Commission and may be disbursed on County Demand forms signed by the Chair or Vice-Chair of the Commission and by the Community Development Director' s designee, the Deputy Director of Transportation Planning who is serving as executive staff to the Commission. FINANCIAL IMPACT: Minor staff costs are associated with activating and handling this account. REASONS FOR RECOMMENDATIONS/BACKGROUND: The Transportation Partnership Commission, which was established by the Conference of Mayors with the concurrence of the Board of Supervisors, has received funds from its member jurisdictions to support the Commission' s activities. CC: TPC ATTESTED -�N��i/G/ Barbara Neustadter County-Auditor Controller PHIL BATCHELOR, CLERK OF THE BOARD OF County Administrator SUPERVISORS AND COUNTY ADMINISTRATOR M382/7-83 BY ,DEPUTY The Commission has directed Commission staff, who were loaned to the Commission by the County, to place the funds with the County because the County can provide the fiduciary responsibility and fiscal accountability, which the Commission cannot currently provide due to its limited assets. The County Auditor-Controller' s Office has extended a courtesy to the Commission by maintaining its funds with their office until a formal account can be established. CONSEQUENCES OF NEGATIVE ACTION: The Commission will have to remove the monies it has collected and place it with another public agency who can provide the fiduciary responsibility and fiscal accountability necessary for the Partnership to effectively handle its finances.
