SUBJECT: Conditions in Long-term Health Facilities and Medi-CAL
Reimbursement Levels
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
1. That the Board of Supervisors support Contra Costa County's
Ombudsman Program in its efforts to improve conditions in long-term
health care facilities and to increase Medi-CAL reimbursement levels for
this type of care.
2. That the Board of Supervisors direct County Counsel to examine
Mello's SB 1220 relating_ to Long-term Health Care Facility Receiverships
which added section 1327.5 to the Health and Safety Code. County
Counsel should determine if there are any steps the county might be able
to take which would improve the management and availability of long-term
health care facilities.
BACKGROUND:
Recently there have been several long-term health facilities in
Contra Costa County that have had to close because of inadequate care.
These closings are, in part, due to low Medi-CAL reimbursement levels.
As a result, it is becoming more and more difficult to find
adequate care for people who need of long-term health care but do not
have the personal financial means to support such care. As an indirect
consequence, the county hospital 's overcrowding situation is exacerbated
because there is no facility in which to place those in need of such
services. People therefore wait in the county hospital until such time
as a Medi-CAL bed opens up.

While discussing the above recommendations, Supervisor McPeak
recommended also authorizing the County Administrator, Health Services
Department and County Counsel to look at the feasibility of the County
becoming the receiver and/or future purchaser.
Supervisor Powers moved to add recommendation 3 to request the
County Administrator, Health Services Department and County Counsel to
determine whether purchase or becoming the receiver are appropriate
actions for the County to take and to report to the Board accordingly.
IT IS BY THE BOARD ORDERED that recommendations 1, 2, and the
additional recommendation 3 are APPROVED.
