BACKGROUND: Cities of the West County have been trying for a decade to get the state to pay for maintenance of San Pablo Avenue from Cutting Boulevard in E1 Cerrito to Highway 4 in Hercules. West County cities have sought state maintenance, estimated to cost $175, 000 to $200, 000 a year, because the roadway has become an alternate to congested I-80 . The Caltrans plan would prohibit parking on the westbound lanes of San Pablo from 5 : 30 a.m. to 9 a.m. and in eastbound lanes from 3 : 30 p.m. to 7 p.m. The state agency would also pay for a computer-aided system to coordinate traffic signal lights and for some paving to improve the roadway before the plan is implemented. If the cities should agree to the installation of the express bus lanes they should insist that the state accept responsibility for maintenance and improvement of San Pablo Avenue on a permanent basis .
