HomeMy WebLinkAboutMINUTES - 10181988 - S.2 Fl. - s, 2 O: BOARD OF SUPERVISORS J" ;ROM: Supervisor Nancy Fanden ,, �� Contra October 11, 1988 for action Costa ATE: October 18, 1988 County UBJECT: DESIGNATE CONTRA COSTA COUNTY AS THE BEST COUNTY IN CALIFORNIA TO STUDY DRUG PREVENTION AND ENFORCEMENT IN THE STATE PECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: That the Board list as a top priority, the possibility of having the state designate Contra Costa County as the county most representative of the state of California and therefore ideally suited to conduct a model program to study drug prevention and enforcement. That this matter be listed on the agenda of our upcoming Drug Summit Meeting. That our legislative representatives be invited to attend the meeting, along with representatives from the state Office of Criminal Justice Planning. BACKGROUND: The county has poor urban areas, wealthy suburbs, rural areas and middle-class neighborhoods that mirror the state as a whole. It also has all of the drug problems . Our county is somewhat of a microcosm of the entire state. Therefore it could provide a perfect setting' to look at what would be effective and what would not be effective on working on the drug problem. A consorted effort has been put -in place with a team of Contra Costa County prosecutors working side by side with the special police task forces that have sprung up, such as the Central, West and East County narcotics enforcement teams . This team effort will help to provide a wealth of information heretofore unavailable to state and local agencies . The state Department of Justice, the Internal Revenue Service, the Immigration and Naturalization Service, Customs and the Bureau of Alcohol, Tobacco and Firearms are all part of Contra Costa County' s effort to put prosecute drug dealers and put them behind bars. )NTINUED ON ATTACHMENTt YES SIGNATUREt RECOMMENDATION OF COUNTY ADMINISTRATOR RECOMMENDATION OF BOARD COMMITTEE _ APPROVE OTHER GNATURE(S) :TION OF BOARD ON — OCtOber 15, 1958 APPROVED AS RECOMMENDED OTHER _X_ ENDORSED the concept of designating Contra Costa County as a model county to conduct a pilot program to study drug prevention and enforcement, to include Mike Gilbert of the State Attorney General's Office as a member; and REFERRED to the County Administrator and Health Services Director for recommendations on proposal to be submitted to the State.
