SUBJECT: RESTRUCTURING OF THE PARATRANSIT COORDINATING COUNCIL ` /`,+I "y
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION•
1. Authorize staff from the Paratransit Coordinating Council to
recommend members for the at-large seats on the Council
without necessarily having a formal nomination from a City
Council, with the understanding that staff for the Council
will actively solicit members from city staff in such a way
that the majority of cities continue to have membership on
the Council, but without the need for formal action by the
City Council to nominate such appointments.
2. Appoint John Howard to. replace Bill Brudney on the PCC (Mr.
Brudney resigned August 16, 1988) .
3 . Appoint Pat Sully to one of the current vacancies in the
at-large seats on the PCC.
4. Remove this item as a referral to our Committee.
BACKGROUND:
On August 16 , 1988 the Board of Supervisors referred to our
Committee a letter from Ron Serviss, staff to the Paratransit
Coordinating Council (PCC) and Executive Director of the West
Contra Costa Transit Authority, requesting that the Board of
Supervisors agree to make the seats on the PCC which have
traditionally been held for the cities that are Transportation
Development Act (TDA) providers at-large seats subject only to
appointment by the Board of Supervisors, without the need for
formal nominating action by the city councils of those cities.
Generally the city staff person who has responsibility for
paratransit services has been nominated and appointed to the PCC.
With frequent changes in staff this presents a substantial delay
in changing appointments to the PCC and the need for substantial
paperwork.
Our Committee was assured by Mr. Serviss that the cities that are
affected by this proposed change are willing to have their staff
recommended by the PCC staff and be appointed by the Board of
Supervisors without the need for formal City Council action.

With this assurance and Mr. Serviss' assurance that the PCC staff
will continue to solicit city staff for these appointments, we
are agreeable to changing the procedures so that formal
nominating action by the city councils is not necessary.
If, however, we receive complaints from city council members that
their staff are not being recommended for appointment to the PCC
we will not hesitate to recommend that the Board again return to
requiring formal nominations by the City Council before the Board
acts on any appointments.
