SUBJECT: -Crockett Co-Generation Plan
SPECIFIC.REQUEST(S) OR RECOMMENDATIONS(S).. & BACKGROUND AND JUSTIFICATION
BACKGROUND
On October 4, 1988 your Board referred a letter dated September 26,
1988 from Fred Francisco, Vice President, Pacific Thermonetics,
Inc. relative to its proposed Crockett Cogeneration Project to the
County Administrator and Community Development Director.
On the afternoon of October 4 the Community Development Department
received the California Energy Commission Staff Opening Brief
regarding the Crockett Cogeneration Project, a report of
approximately 175 pages.
RECOMMENDATIONS
Because of the information contained within the Brief we recommend
that this matter be contined to allow your Board the opportunity to
review its contents before taking any further action on the
proposal.
Staff will secure copies for each of you from the California Energy
Commission and will deliver them before the end of the week.

Board members and staff discussed the matter. Supervisor Fanden
announced that she has sold her P.G. & E. stock and that she does not
have a conflict of' interest in this matter. She urged the Board
members to carefully read the California Energy Commission report and
moved for deferral of any action for at least 3 weeks to provide time
for Board- members to read it. Supervisor Powers seconded the motion.
The following persons appeared in opposition to the proposed
cogeneration plant: Jean McKay, Intervenor and member of the Crockett
Power Plant Committee; Ruth Blakeney and Pam Pagni, members of the
Crockett Power Plant Committee; and Dan Robertson, a citizen of
Crockett. The Chair noted that the Board had received several pieces
of correspondence from residents in Crockett opposing the proposed
cogeneration plant.
Fred Francisco, of Pacific Thermonetics Inc. (PTI ) , appeared and
described the timetable for the project and the offer of PTI with
respect to matching funds for community projects in Crockett.
Supervisor Torlakson moved to amend the motion to defer for two weeks
instead of three. Supervisor McPeak seconded the motion to amend.
The vote on the motion to amend was:
AYES: Supervisors McPeak, Torlakson and Schroder
NOES: Supervisors Powers and Fanden
ABSENT: None
The amendment to the motion carried.
The vote on the amended motion which was to defer for two weeks was as
follows:
AYES: Supervisors Powers, McPeak, Torlakson and Schroder
NOES: Supervisor Fanden
ABSENT: None
The amended motion carried. The matter is continued to the Board' s
November 1, 1988 determination agenda.
