RECOMMENDED ACTION: AUTHORIZE the Executive Director of the Housing Authority of the County of Contra Costa to provide $9,500 in Housing Authority funds to the Pittsburg Police Department for continuation of the Special Drug Enforcement Program for fiscal year 1988-89, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: In the preparation of the Housing Authority' s 1988-89 operating budget, funds were budgeted and approved for the continuation of this special drug enforcement program by the Pittsburg Police Department. III. REASONS FOR RECOMMENDATION/BACKGROUND: During the 1987-88 fiscal year, the Housing Authority provided the Pittsburg Police Department with $7,500 to continue a special drug enforcement program in the El Pueblo community. On September 19, 1988 the Housing Authority received a report from the Pittsburg Police Department on the results of this special drug enforcement program. The report indicates that the special drug enforcement program resulted in 74 drug arrests by undercover officers. The Narcotics Division of the Pittsburg Police Department has requested funding assistance from the Housing Authority to continue the special drug enforcement program in the El Pueblo area. Funding in the amount of $9,500 is being requested for the 1988-89 fiscal year. In the preparation of the Housing Authority's 1988-89 operating budget, funds were budgeted and approved for the continuation of this special drug enforcement program by the Pittsburg Police Department. The Pittsburg Police Department has refunded $85.64 to the Housing Authority from the $7,500 provided for the 1987-88 special drug enforcement program. I At its Regular Meeting on October 17, 1988 the Advisory Housing Commission voted to recommend that the Executive Director be authorized to provide $9,500 in Housing Authority funds to the Pittsburg Police Department for continuation of the Special Drug Enforcement Program for fiscal year 1988-89. CONSEQUENCES OF NEGATIVE ACTION: Failure to respond positively to the request to provide $9,500 in Housing Authority funds to the Pittsburg Police Department for continuation of the Special Drug Enforcement Program could result in many of the gains made in the El Pueblo area being lost and an escalation of drug-related activities. Additionally, by a negative response, the Board of Commissioners would be acting in a manner contrary to its adopted position of providing decent, safe and sanitary housing for low-income families.
