Covered Loads Program SPECIFIC REQUEST(S) OR RECOMMENDATION(S) 8, BACKGROUND AND JUSTIFICATION RECOMMENDATION• i . Acknowledge that the current situation at the Concord Naval Weapons Station has been depleting available Sheriff ' s Deputies in the County, and thus reducing the ability of the Sheriff ' s Department to enforce the covered loads program. 2.. Direct Health Services Department to prepare a flyer for distribution to violators at the three operating landfills outlining the mandatory' covered load ordinance and the consequences of non-compliance. 3 . Authorize chair of the Board of Supervisors to sign a letter directed to the cities within the County asking for assis- tance in enforcing the mandatory covered load ordinance. FINANCIAL IMPACT: None. REASONS FOR RECOMMENDATION/BACKGROUND: The Solid Waste Commission heard a report on the covered loads program from Lieutenant Doug Sizemore of the County Sheriff ' s Department at their September 21, 1988, meeting. it was reported that last year when enforcement of the program began a volunteer reserve force was used to cite violators. The program started out strong, but slowed down due to the depletion of manpower brought on by the current situation at the Concord Naval Weapons Station. During the time when the program was occurring, a total of 6 citations and 11 warnings were issued by the enforcement officers. The Commission acknowledged the fact that the Sher- iff ' s Department was operating on a priority basis, and deter- mined that violators should be notified through the use of flyers distributed at landfill site entrances by the landfill operators. Health Services Department to again prepare flyers outlining the mandatory covered load ordinance and the consequences of non- compliance. They felt that these flyers should be prepared as soon as possible and issued to violators as soon as possible. The Solid waste Commission also recommended that the chair of the Board sign a letter asking all cities in the County for assis- tance in enforcing the covered load ordinance. The Commission noted that the letter should stress the importance of the covered load program in helping to reduce the amount of litter found along roads leading to the landfills and throughout the rest of the County.
