MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: October 18, 1988 SUBJECT: Contract Award Recommendation for Taxiway "J" Reconstruction and Lighting; and Taxiway "E" , "C" & "F" Intersection Reconstruction at Buchanan Field Airport, AIP 3-06-0050-05 Specific Request(s) or Recommendation(s) & Background & Justification I . RECOMMENDATION AWARD the contract for furnishing labor and materials for the subject project to Gallagher & Burk, Inc. , the low bidder, in the amount of $1, 186,720 .00 (which includes the base bid and Alternates 1-4 ) and at the unit prices submitted pending further approval by the Federal Aviation Administration (FAA) . REQUIRE the contractor to present surety bonds for Payment and Faithful Performance in the amounts of $1, 186,720 and $1, 186, 720, respectively. REQUIRE the contractor to comply with MBE/WBE requirements and meet all FAA requirements . DIRECT the Public Works Director to prepare the contract for the project. AUTHORIZE the Public Works Director to sign the contract on behalf of the Board subject to the Director having reviewed and found sufficient all required documents, including the contract signed by the contractor, the aforementioned.surety bonds, and a certificate of insurance. FINANCIAL IMPACT 90% of the project will be funded by the Federal Aviation Administration. The local share (10%) will be paid out of the Airport Enterprise Fund. III . REASONS FOR RECOMMENDATION/BACKGROUND The plans and specifications were approved by the Board of Supervisors on July 12, 1988 and the project advertised for bids on August 1, 3 and 8, 1988. The bids were received and opened at 171 John Glenn Drive, Concord, California, on August 16, 1988 . The construction bids received, including base bid and Alternates 1-4, were as follows: 1 . Gallagher & Burk, Inc. $1, 186, 720.00 2 . Gradeway Construction $1, 254,570 . 00 3 . Oliver De Silva, Inc. $1,375,240 . 00 4 . Piombo Construction Company $1,377,298.00 5 . Bay Cities Paving & Grading, Inc. $1,392,917 .00 6 . 0. C. Jones and Sons $1,425,331.50 7 . Branaugh Excavating, Inc. $1,461,593. 25 The Engineer's estimated construction cost, including the base bid and Alternates 1-4, was $1,499,350 . 00 .
