RYDINGSWORD, DIRECTOR Contra Social Service Department Costa DATE: October 5, 1988 County SUBJECT: APPROVAL OF GAIN PROGRAM MEMORANDUM OF UNDERSTANDING SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION Approve and authorize the Social Service Department Director to execute, subject to County Counsel approval, GAIN Program Memorandum of Understanding No. 67011 with the State Department of Social Services (SDSS) for the period April 1, 1988 through December 31, 1992 for County participation in GAIN evaluation activities. FINANCIAL IMPACT State GAIN Program funds are expected to cover the expense of the County' s involvement in this evaluation project. Additionally, the County will receive $10,000 upon execution of the SDSS Memorandum of Understanding. BACKGROUND State GAIN legislation requires SDSS to review and evaluate the GAIN Program. SDSS has contracted with the Manpower Demonsration Research Corporation (MDRC) to meet this mandate. All counties are required to participate in MDRC' s- research. SDSS and MDRC have requested that Contra Costa County be a "back-up" to counties participating in the first level (Tier I) of GAIN evaluation. As a back-up, the County would become an active Tier I participant if another Tier I county stopped participating on that level. Tier I Advantages - One of the conditions of our signing the MOU is that Contra Costa and SDSS will negotiate enhanced supportive services, should Contra Costa become a Tier I County. The costs associated with or arising from this evaluation activity will be fully reimbursed by the State Department of Social Services. Tier I Disadvantages - As a Tier I county, at least 10% of Contra Costa' s GAIN population would be in a control group. Those clients in the control group do not participate in GAIN and do not receive GAIN services for three years. Inequity of services to clients could be an issue even th state la mandates this research.
