SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION•
Seek legislation that outlines a mechanism to implement a sur-
charge on motor oil sales to fund waste oil collection programs.
FINANCIAL IMPACT:
No direct County costs.
REASONS FOR RECOMMENDATION/BACKGROUND:
The Solid Waste Commission, at their September 21, 1988, meeting,
discussed the current waste oil problems and various alternatives
with regard to the handling of waste oil and its potential for
recycling. The Commission invited Art Boswell, who represents
local service station owners, to discuss with the Commission the
proposal of requiring new service stations and oil change facilit-
ies to accept waste oil from the public. It was indicated to the
Commission that waste oil collection by many service stations was
phased out because the State defined waste oil as a hazardous
waste, thus requiring it to be handled as such. This meant that
recipient of the waste oil was responsible for any contaminants
in the oil. It was pointed out that liability was the main
factor in the reluctance of the service station owners to accept
waste oil.
The Commission determined that an ordinance requiring all new
service station and oil change facilities to accept waste oil
would not be an appropriate course of action and that there is
need for a long-term solution. The Commission decided that legis-
lation should be proposed which would require a surcharge on the
sale of motor oil to help fund waste oil collection and recycling
programs. The Commission also felt that a long-term solution for
waste oil collection could be provided through Household Hazard-
ous Waste Programs. This could be tied into the Acme Transfer
Station (and other future transfer stations) and their planned
program for household hazardous waste.
