MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: October 18, 1988 SUBJECT: APPROVE A CONSULTING SERVICES AGREEMENT WITH DARWIN MYERS ASSOCIATES TO PREPARE THE FINAL ENVIRONMENTAL ASSESSMENT/INITIAL STUDY FOR THE OLYMPIC BOULEVARD WIDENING AND OVERLAY PROJECT IN THE WALNUT CREEK AREA. PROJECT NO. 0662-6R4092-88 Specific Request(s) or Recommendation(s) & Background & Justification I. RECOMMENDATION APPROVE and AUTHORIZE the Public Works Director to execute the Consulting Services Agreement with Darwin Myers Associates to prepare the final Environmental Assessment/Initial Study for the Olympic Boulevard Widening and Overlay project in the amount of $1, 700. II. FINANCIAL IMPACT $1, 700 County Road Funds The project has been approved for funding under the Federal Aid Urban (FAU) Program which requires the local agency to provide the preliminary and design engineering and 14% of the right of way and construction costs. On June 3 , 1986, the Board of Supervisors affirmed its intent to provide the local share, estimated to be $288, 000, of which this $1, 700 is part. REASONS FOR RECOMMENDATION/BACKGROUND The Olympic Boulevard Widening and Overlay Project is located between Tice Valley Boulevard and Las Trampas Creek Bridge and includes pavement widening, structural overlay, storm drain, street lights, roadway median and a pedestrian pathway. As part of the project studies, an Environmental Assessment/Initial Study is required to determine the potential environmental impacts the project may have and to recommend mitigations. The County entered into a Consulting Services Agreement with Darwin Myers Associates to prepare the Environmental Assessment/Initial Study for $8, 340. A draft of the document was submitted to Caltrans for review in April 1988. This additional Agreement is needed to revise the document per Caltrans ' comments and to prepare the final Environmental Assessment/Initial Study in accordance with the California Environmental Quality Act and the National Environmental Policy Act. The Transportation Committee reviewed this matter on October 10, 1988. IV. CONSEQUENCES OF NEGATIVE ACTION Failure to approve a Consulting Services Agreement with Darwin Myers Associates will result in a delay in obtaining environmental clearances for this project and may result in the loss of federal funds.
