BACKGROUND:
See attached memo from Art Miner, Executive Director, Private
Industry Council.
Our Committee has carefully reviewed the recommendations of staff
and the qualifications of the nominated candidates, as well as
the distribution and balance of the P.I .C. Based on this review,
we believe that the above recommendations will provide the best
possible balance to the P.I.C. , retain qualified and interested
members, and improve the geographic and ethnic balance of the
P.I .C. , and we urge the Board to approve our recommendations.
There is still one vacant "business" category seat for which we
wish to interview two of the applicants before making a
recommendation to the Board.
The choice between the two education applicants was particularly
difficult because both applicants (Ina Rae Lapum and Sylvester
Greenwood) are extremely well qualified. We have decided to
continue the tradition of having a representative from the
Community College District on the Private Industry Council Ms.
Lapum replaces Chancellor Carhart on the P.I .C. We specifically
want the Executive Director of the P.I .C. to utilize Mr.
Greenwood' s considerable talents on one of the several special
Task Forces that will be formed in the near future to address
special programs operated by the P.I .C.

SUBJECT PIC APPOINTMENTS
The Board needs to make ten appointments to the PIC for positions whose two
year terms expired on 9/30/88. The PIC consists of 20 members of the following
composition:

Rehabilitation 1
The JTPA legislation requires the Board make its appointments from among
individuals nominated by organizations represented by each category. The
composition of the PIC is subject to review by the Governor, who periodically
certifies that our PIC is consistent with Federal and State legislation. State
legislation requires PIC vacancies to be filled by the Board within 60 days.
In staffs opinion the current PIC is reasonably representative. However, we
could use increased Asian and female PIC representation.
The PIC has no specific advice for the Board. The general PIC position is that
the Board should give consideration to the expertise of incumbents nominated
for reappointment; and that the Board should only appoint individuals that are
willing to volunteer the necessary time to ensure the PIC remains a viable
organization. All current members standing for reappointment have been active
PIC members; also all seeking reappointment are eligible under the PIC Bylaws,
since none have served three full two year terms.
The PIC Chair specifically requests the Board to recognize the value of previous
experience .in light of previous program success and with the goal of maintaining
PIC member consistency and expertise given the major new dislocated worker
program and the charge of coordinating JTPA activities with the GAIN
legislation.

The Board will have a total of 10 appointments from among 21 nominees with the

REHABILITATION CATEGORY - 1 appointment
There is one nomination for the Rehabilitation position - Robert Mathews,
District Administrator for the State Department of Rehabilitation. He was
nominated by the State and he was also nominated by the Mt. Diablo
Rehabilitation Center. His participation has been good and staff is unaware of
any reason why the Board should not reappoint him to the PIC. Nominations from
15 rehabilitation agencies were solicited. His personal data sheet is
attached.
ECONOMIC DEVELOPMENT - 1 appointment
There is one nomination for the Economic Development position - Thomas Lafluer,
Executive Vice President of the Pittsburg Economic and Housing Development
Corporation. Mr. Lafluer has been a very active and influential member of the
PIC. He is a resident of Pittsburg and his agency is officed in Pittsburg,
giving the PIC needed East County representation. Beside PEHDC, staff
solicited nominations from the county and city planning departments. His
personal data sheet is attached.
LABOR CATEGORY - 1 appointment
There is one nomination for the Labor position - John Allen, Treasurer and .
Chair of the Board of Trustees, Contra Costa Employees Association, Local # 1.
The current incumbent of the other labor position is Anne Crisp, Executive
Board Member of AFSCME, Local 2700, AFL-CIO. Interestingly enough, both Mr.
Allen and Ms. Crisp are County employees. The vacant position was formally held
by Dave Platt, Assistant General Manager of Local #1, who served on the PIC
since its inception and was on the CETA Council prior to that. Dave is no
longer able to participate on the PIC. Although his seat has been held by a
Local #1 representative since its inception, the seat is not assigned to Local
#1 and appointment of its incumbent is the purview of the Board. Staff did
notify local labor organizations of the opening and that Dave Platt was not
pursuing reappointment; they chose not to make a nomination. John Allen, as a
member of the Unemployment Resources Task Force, has come to be very
knowledgeable of PIC programs. He has displayed an interest in employment
issues, particularly youth employment and youth labor force preparation. He
should be a fine selection to the PIC.

EDUCATION CATEGORY - 1 appointment
There are two nominations for the Education position, Ina Rae Lapum, Assistant
Dean of Instruction, Occupational and Community Education, Diablo Valley
College, and Sylvester Greenwood, Administrative Assistant to the
Superintendent of Schools, Richmond Unified School District. (The current
incumbent of the other education position is Dr. Ron Stewart, Contra Costa
Superintendent of Schools.) The previous incumbent of this position was John
I. Carhart, Community College District Chancellor.
Since the initial PIC formation, the Board has traditionally had one
educational representative from the Community College District and a
representative from the Superintendent of Schools. Although that practice has
provided a nice balance, it is not required. We have not had a school
district representative.
Ina Rae Lapum was formerly a member of the CETA Manpower Advisory Council. She
is a female and would increase our female composition from six to seven, closer
to 50%. Sylvester Greenwood would increase black representation from two to
three. He would also increase our West County member representation from two
to three.
Either Ms. Lap= or Mr. Greenwood would appear to be sound choices.
BUSINESS CATEGORY - 6 appointments
The business representatives were nominated by the County Chambers of Commerce, with
Walnut Creek compiling the list. Attached is a list of the 16 business nominees,
copies of their personal data sheets and endorsements.
Five of the current PIC members (Shaw, Mazotti, Johnson, Giacomi, Croce) have
been nominated for reappointment. Staff believes the Board would be well
advised to seriously consider reappointing all five. They have been active
participating members. Their experience will be valuable, particularly for the
initiation of the new Displaced Workers Program, and the continuing challenge of
maintaining program operations and effectiveness.
Barbara Shaw is the past PIC Chair, she has been a very active PIC member, and a
strong supporter of the public-private partnership. She was recently selected
by the Governor as the outstanding private sector volunteer for California. She
is on the Board of Directors of the National Association of Private Industry
Councils. William Mazotti is the Chair of the Oversight Committee, he has
assumed a leadership role, and is a resident of the San Ramon Valley. Although
currently officed in San Francisco, he formerly worked out of the Pittsburg PG&E
Plant and is familiar with East County issues. Uda Johnson is the Chair of the
Marketing/Economic Development Committee. She has assisted us with Employment
Training Panel coordination, she represents a major County employer - the Bank
of America, which has been very supportive of our Business Resource Center.
Steve Giacomi is the PIC Vice Chair. He was previously the Executive Director
of the Pittsburg Housing, Economic & Development Corporation, much of his
current development activity is in East County. Julie Croce has assumed more
responsibility, she can be expected to be a committee chair next year. She is
an active participating member and represents a major employer - Wells Fargo
Bank.
FACE FOUR
Unfortunately there are more excellent candidates than openings. Beside
previous PIC expertise, other factors are representation. However, none of the
remaining candidates are Asian, the only major minority group not currently .
represented. Alita Fisher would increase our female representation, but she
notified staff she is too busy to accept a PIC position at this time. Corbett,
Elliott, and Roman are all employed in the finance industry; since the PIC
already has 3 finance representatives, a fourth might be over representative.
Bonilla would perhaps be more appropriate for an educational seat, but he was
not nominated by an educational institution. John Matheis is a former CETA PIC
member, but his attendance could have been better. Eric Frank is a volunteer
small business counselor for the PIC, he is semi-retired but does some private
consulting work and was recommended by the Walnut Creek Chamber. David Rossi is
an early PIC member who had to resign when he went to work in San Francisco. He
has changed employers and would very much like to return. He would now
represent small business.
Beside reappointment of the five current PIC business members, staff would
recommend the Board carefully consider either Eric Frank or David Rossi for the
sixth position.
