HomeMy WebLinkAboutMINUTES - 10111988 - 2.5 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on _October 11, 1988 , by the following vote: AYES: Supervisors Powers, Fanden, McPeak, Torlakson NOES: None ABSENT: Supervisor Schroder ABSTAIN: None ------------------------------------------------------------------ ------------------------------------------------------------------ SUBJECT: Requests for General Plan Reviews Relative to Landfill Sites Supervisor Torlakson chaired the meeting to consider the following requests: a. Letter from John Stremel, President, California Land Research, Stremel Enterprises, requesting the Board to authorize staff to review the General Plan for the proposed 700-acre Bay Pointe Landfill project; b. Letter from Boyd M. Olney, Jr. , Pleasant Hill Bay Shore Disposal, requesting the Board to authorize a review of the County General Plan, County Solid Waste Management Plan, etc. , for the Robert Elworthy Ranch (Canyon I) on the east side of Bailey Road; and C. Letter from Waste Management of North America, Inc. , requesting the Board to authorize the Community Development Department to proceed with all necessary activities to amend the Contra Costa County General Plan to incorporate the Marsh Canyon Sanitary Landfill. Supervisor Schroder absented himself from participating in the discussion and decision on the requests because of a possible conflict of interest concerning an insurance client. C. Zahn, representative of the Community Development Depart- ment, spoke on the general policy of his Department to begin the General Plan review on landfill applications for a land use permit. He recommended that staff be authorized to review the General Plan as it pertains to the areas where these landfills are being pro- posed. John C. Stremel, President, California Land Research, spoke on the need to protect the public domain by designating a landfill site or sites. He commented on the process and the need to protect all potential landfill sites and particularly those referenced in the final report of the Blue Ribbon Task Force. Mr. Stremel referred to an application before the Local Agency Formation Commision (LAFCO) to annex the Bay Pointe landfill site into the City of Pittsburg. Supervisor Torlakson advised that he would support the three requests for a General Plan review. He further advised that he supported the concept of a public-private partnership or public ownership of a landfill site. There being no further discussion, IT IS BY THE BOARD ORDERED that the Director of Community Development is AUTHORIZED to begin the General Plan review process relative to the proposed Bay Pointe Landfill, Robert Elworthy Ranch (Canyon I) Landfill, and the Marsh Canyon Landfill. 1 hereby cortify that this 13 a true and cormcf oop!of an action taken and entered on the minutes of the cc: Director, CDD Correspondents Board of Supervisors on the date shown.
