SUBJECT: CHRISTEN DRIVE BRIDGE REPLACEMENT (4660-6X4085)
I. RECOMMENDATION
APPROVE the Joint Exercise of Powers Agreement with the City of
Pleasant Hill for the Christen Drive Bridge Replacement Project;
and
AUTHORIZE the Chair of the Board of Supervisors to execute the
Agreement.
II. FINANCIAL IMPACT
The project is estimated to cost $213 , 000, most of which will be
funded with Federal and State Funds. The local match will be
shared by the County and the City of Pleasant Hill, with the
County' s share being approximately $13 , 500 for design
engineering. The funding split for the project is estimated to
be:
FEDERAL FUNDING $138, 400
STATE FUNDING $ 26, 500
CITY OF PLEASANT HILL $ 34, 600
COUNTY ROAD FUNDS $ 13 , 500
TOTAL $213,000
The actual split will be based on final costs as specified in the
Agreement.

III. REASON FOR RECOMMENDATION/BACKGROUND
The County applied for and received a grant of Federal Highway
Bridge Rehabilitation and Replacement funds for the Christen
Drive bridge replacement project. The project consists of
replacing the existing bridge, which is geometrically and
structurally deficient, with a wider bridge on an improved
vertical alignment.
When originally planned, the project site was located within the
unincorporated area of Contra Costa County. However, before the
design was completed the location of the bridge was annexed by
the City of Pleasant Hill, becoming part of the street system
subject to the City's jurisdiction and maintenance. The City
requested that the County complete the design and construction of
the bridge rather than discontinuing the project.
The purpose of the Joint Exercise of Powers Agreement is to
provide for the apportionment of the project design and
construction costs, duties and responsibilities between the
County and the City of Pleasant Hill. The Pleasant Hill City
Council approved the Agreement on August 15, 1988.
IV. CONSEQUENCES OF NEGATIVE ACTION
Under the Federal Highway Bridge Replacement and Rehabilitation
Program the County is to be reimbursed with Federal and State
funds for a portion of the design costs. If the Joint Exercise
of Powers Agreement is not approved and executed, the project
will be discontinued resulting in increased costs to the County
if Federal or State funds are not available for reimbursement for
design costs already incurred.
