RECOMMENDED ACTION:
1 . APPROVE First Amendment to Lease with Gerald T. Alves,
R. B. Matheson, and Boyd G. Stephens, doing business as
Buchanan East Hangar Company; and
2. AUTHORIZE the Chairman to execute said Amendment on behalf
of Contra Costa County.

REASONS FOR RECOMMENDATION/BACKGROUND:
In the original bid documents and lease, Buchanan East Hangar
Company was required to relocate the east side wash rack to another
location. It has been determined that this relocation is not
required for the foreseeable future.
There is a significant amount of unpaved area (approximately 11,400
square feet) between Buchanan East Hangar Company's hangar and the
runup area for Runway 32R. It is desirable that this area be
paved.
In addition, the area across from the northwest T-hangar area needs
a small automobile parking site on the street side of the fence.
A small parking area is also needed across from our west aircraft
tiedown area. These two parking areas amount to 2,400 square feet
of additional pavement.
The Airport also has approximately 3,000 feet of old fence line
embedded in concrete on the west side. It is desirable to remove
this material from both an operational and aesthetic point of view.
Buchanan East Hangar Company wants a five year extension to their
current lease of 15 years . Other leases for similar T-hangar areas
are 20 years . Buchanan East Hangar Company agrees to do the work
identified above in exchange for the five-year extension. This
extension will have annual rental rate adjustments at the Consumer
Price Index (CPI) rate.
The current value of a five-year extension to their lease is
$12,000 . The estimated cost to relocate the wash rack is $17 ,500 .
The value to the County of the paving work is approximately
$27,600 . Removal of the fence material is estimated at $1,900.
The total value of the extension and the wash rack relocation is
approximately $29,500; total value of paving work and fence removal
is estimated at $29,500 .
The Public Works Director recommends this First Amendment to Lease.
