HomeMy WebLinkAboutMINUTES - 10111988 - 1.26 TO BOARD OF SUPERVISORS ��f)tiFi FRQN: Phil Batchelor Cz tra County Administrator C )sta DATE: October 3 , 1988 C / SUBJECT: Status Report on Legislation: SB 2185 (Boatwright) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION• Acknowledge receipt of the report of the County Administrator on the status of SB 2185 which would place in State law the provisions of the General Agreement on Tariffs and Trade which would allow government to require contractors doing work for the government to utilize only materials manufactured in the United States. BACKGROUND: On June 7, 1988, the Board of Supervisors asked the County Administrator to keep the Board appraised of the status of SB 2185 which was introduced at the request of the Board of Supervisors. SB 2185 passed the Senate Committee on Governmental Organization on April 13, 1988 by a vote of 9: 0. The bill passed the Senate Appropriations Committee on May 3 , 1988 by a vote of 8: 0. The bill passed the full Senate May 12, 1988 by a vote of 26: 3 . SB 2185 was scheduled to be heard in the Assembly Governmental Efficiency and Consumer Protection Committee on June 21, 1988 . The bill was killed in that Committee, apparently because of opposition by foreign manufacturers, such as Japanese and Korean steel manufacturers. It was not possible to take further action during the 1988 Session. If the Board wishes, we can include this item in the Board' s Legislative Program for 1989 and try again for passage. The bill will, however, apparently generate considerable opposition from the same group of manufacturers unless we can try to work out some sort of compromise.
