SUBJECT: Status Report on Legislation: SB 2113 (Montoya & Kopp)
and AB 3298 (Killea & Cortese)
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACIQ.ROUND AND JUSTIFICATION
RECOMMENDATION•
Acknowledge receipt of the report of the County Administrator on
SB 2113 and AB 3298 dealing with recycling.
BACKGROUND:
on June 21, 1988, the Board of Supervisors voted to support SB
2113 and AB 3298. SB 2113 would have established a 20% goal for
recycling programs and would have required the preparation and
submission of county and city recycling plans. SB 2113 failed to
pass the Legislature.
AB 3298 set a 25% recycling goal to be achieved within three
years and required the submission of recycling plans when the
first revision is made to the County Solid Waste Management Plan .
after January 1, 1990. The Board had requested some amendments
to AB 3298 . AB 3298 passed the Legislature, but was vetoed by
the .Governor.
Therefore, neither piece of recycling legislation which the Board
supported was enacted this year.
