Status Report on Appointments to the
SUBJECT: Human Relations Commission
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Request the Human Relations Commission to interview
candidates for the vacancies on the Human Relations
Commission and report their recommendations to the Internal
Operations Committee on October 24, 1988 .
2 . Reaffirm the intent of the Board of Supervisors to fill the
two vacancies on the Human Relations Commission with female
applicants, at least one of whom shall be Hispanic, and
request the Human Relations Commission to take this into
account in interviewing candidates and making
recommendations to the Internal Operations Committee.
3 . Request that the members of the Human Relations Commission
whose terms expire in November, 1988 indicate whether or not
they wish to be reappointed to the Commission and ask the.
Executive Director of the Human Relations Commission to
report to our Committee on October 24, 1988 which members
wish to be reappointed and for those members who wish to be
reappointed a listing of their attendance record at
Commission meetings since being appointed.
BACKGROUND:
There are currently two vacancies on the Human Relations
Commission which are At-Large appointments to be made by the full
Board of Supervisors. These vacancies have been advertised. We
have received in excess of ten applications for these vacancies.
The Human Relations Commission has requested permission to
interview the candidates and make recommendations to our
Committee. The memorandum from the County Administrator ' s Office
indicating the applicants is attached. We understand that there
are additional applications which have been received and are not
listed on the County Administrator ' s memorandum. We are .asking
the Clerk of the Board and County Administrator to insure that
they have a complete list of all applicants who have applied.
We are also recommending that the Board of Supervisors reiterate
their prior expression of intent that new appointments to the

Human Relations Commission be made to restore the ethnic, racial
and sexual balance which the Board of Supervisors intended when
the Commission was originally established. As can readily be
seen from the County Administrator' s Office' s memorandum, we have
strayed from the balance which was the Board' s original intent.
We believe that the Board intended that this balance be restored
by the appointment of two women, at least one of whom should be
an Hispanic, in order to restore the balance on the Commission.
In addition, it is clear that Central County is already heavily
represented on the Commission and that future appointments should
be made from West County and East County until proper geographic
balance is restored. We will return to the Board with specific
nominees for appointment once the Human Relations Commission has
reported their recommendations to us.

As your Committee is aware, there are currently two vacancies on
the Human Relations Commission. The Executive Director of the
Human Relations Commission, Fred Persily, has advertised for
these vacancies as requested by your Committee. The following
applications have been received:

apparently still interested
in being considered)

It would appear, therefore, that the following groups are at
least adequately represented on the Commission at the present

Hispanics
Asians
In addition to these two vacancies, the following members ' terms
will expire on November 4, 1988. Your Committee may wish to
consider whether some or all of these members should be
reappointed at this same time:
