Status Report on Various Affirmative
SUBJECT; Action and MBE/WBE Issues
SPECIFIC REQUEST(S) OR RECCMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. Request that the Affirmative Action Officer and Director of
Personnel meet with representatives of the Hispanic Round
Table of Contra Costa County to receive their suggestions on
how to structure the quarterly reports to our Committee to
reflect applicant flow data and other baseline figures which
will better allow analysis of the quarterly reports, prepare
such data, and then meet again with the representatives of
the Hispanic Round Table to review the proposed data.
2 . Request the Affirmative Action Officer to report to our
Committee again on January 9, 1989 utilizing the format
agreed to with the Hispanic Round Table and covering the
same subjects included in the Affirmative Action Officer ' s
report to our Committee at our meeting on September 26,
1988 .
3 . Request the Affirmative Action Officer to validate the
accuracy of the recruitment lists which are currently being
used and solicit input on such lists from the Hispanic Round
Table.
4 . Request the Affirmative Action Officer to determine to what
extent staff can present additional data on MBE/WBE
participation in contract awards so that it is clear how
many minority and women-owned businesses are participating
in contract awards, not just the total dollar value of
contracts which are awarded to minority and women-owned
businesses.
BACKGROUND:
On July 12, 1988, the Board of Supervisors directed the
Affirmative Action Officer to report to our Committee September
26 on a wide variety of subjects. This report was to be made in
the form of a quarterly report. At our meeting on September 26,
1988, we received the report from our Affirmative Action Officer,
a copy of which has been furnished to each Board Member. George
Cantu and Jose Lopez from the Hispanic Round Table were present,

along with representatives from the Advisory Committee on the
Employment and Economic Status of Women. Mr. Lopez raised a
number of valid questions about baseline data which is needed in
order to properly evaluate the current workload data. Mr. Lopez '
written recommendations to our Committee are also attached. Mr.
Lopez noted, for instance, that without data that shows the
current total number of employees in the County, and the number
of such employees by various ethnic, racial and sex groupings, it
is difficult to evaluate the significance of some of the data
that is presented in terms of hirings, promotions, and
separations.
Because of the pressure of time, our Committee was unable to
review all portions of the data presented by the Affirmative
Action Officer. We do, however, recognize the value of the
comments made by Mr. Lopez and have, therefore, made the above
recommendations. The Affirmative Action Officer and Director of
Personnel need to evaluate what data is feasible to present given
the limitations of our computer capabilities and negotiate the
exact format for these quarterly reports with the Hispanic Round
Table so that the data is understandable as well as feasible to
gather and present. We will then review the data again in
January based on these discussions.
