SUBJECT: Career Development Program
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AAD JUSTIFICATION
RECOMMENDATIONS:
1 . Commend the Director of Personnel and his staff for the
success of the Career Development Program in West County and
for the planning which is underway to expand the program to
East County.
2 . Request the County Administrator to review the
recommendation of the Director of Personnel that the Career
Development Program be made permanent and if he concurs with
the value of making the program permanent, bring to the
Board of Supervisors the necessary personnel actions. If
the County Administrator does not concur with the request of
the Director of Personnel, request that he report the
reasons for his position to our Committee on December 12,
1988 .
3 . Reaffirm the Board' s request of July 12, 1988 that the
Director of Personnel meet with the Director of the
Community Services Department and various nonprofit
community-based organizations to describe the Career
Development Program and encourage the community-based
organizations to implement a similar program.
4 . Request the Director of Personnel to contact the Chambers of
Commerce in the County and the Contra Costa Council and
request that they include in their respective newsletters an
article regarding the Career Development Program,
encouraging private sector businesses to implement a similar
program in their businesses.
5. Request the Director of Personnel to contact the Contra
Costa Council and ask that Supervisors Powers and Torlakson
be given an opportunity at an upcoming monthly luncheon
meeting of the Council to brief the members of the Council
on the Career Development Program.
6 . Request the Director of Personnel to report back to our
Committee on the status of each of these recommendations and
the implementation of the Career Development Program in
Census Tract 3120 on December 12, 1988.

BACKGROUND:
On July 12, 1988, the Board of Supervisors approved an expansion
of the Career Development Program into one census tract in
Pittsburg. The Board also made several requests of the Director
of Personnel and asked the Director of Personnel to report back
to our Committee on September 26, 1988.
On September 26, 1988, our Committee received the attached report
from the Director of Personnel and reviewed it with Lloyd Madden
and Eileen Bitten from the Personnel Department. The Personnel
Department will be contacting residents in census tract 3120 to
inform them of the availability of the Career Development
Program. Contact will also be made with community leaders and
organizations in the Pittsburg area to advise them of the
availability of jobs through the Career Development Program. The
expansion of the program to census tract 3120 is scheduled to
begin on October 12. Current plans are to have individuals
trained and ready for appointment to positions by January 9,
1989.
Our Committee was very pleased to see the progress being made in
the expansion of the Career Development Program. Because of the
work required to develop the expansion effort to this point,
several of the other recommendations approved by the Board on
July 12 have not been undertaken or completed. We have
suggested that priority needs to be given to working with
private, nonprofit organizations in the County in an effort to
try to transfer the program to the private nonprofit sector.
However, we also want the Director of Personnel to continue
working with the private business sector, as is reflected in our
recommendations.
Mr. Madden noted that with the success of the Career Development
Program he would like the Board to make the program permanent.
This would require making Mr. Madden' s position permanent and
creating one new clerical position for the program, which would
be paid for from the temporary salary money now being used to
support Mr. Madden' s clerical position. It appears that there
should not be a very significant cost in making the program
permanent, but we believe that the County Administrator needs to
review the matter as we have recommended.
We will be reviewing the Career Development Program again in
December and will report back to the Board following that
meeting.

SUBJECT: County Career Development Employment Program Expansion Report
At the Internal Operations Committee meeting held on June 27, 1988, the Director
of Personnel was requested to report back to the Internal Operations Committee
in September regarding the progress towards the expansion of the Career
Development Employment Program in the Pittsburg area.
Positions in the Career Development Program are initially established within a
position control pool in the Personnel Department and will be transferred to
individual departments wishing to participate in the County Career Development
Employment Program. A total of fifty-five (55) unfunded positions are allocated
to the Career Development Program. Twenty (20) positions are restricted for
participants residing in Census Tract 3120 in Pittsburg (area bounded by
Railroad Avenue, Highway 4, Loveridge Road and the Santa Fe Railroad
tracks) .
Attached as Exhibit A you will find a letter (draft) announcing the expansion of
the program to Census Tract 3120. Attachments to the letter include a Project
Information Sheet and a map of the designated target area. As mentioned in
our last report, the El Pueblo Public Housing Project is located in Census Tract
3120. The ethnic demographics were as follows:
Caucasian 4 Families
Black 139 Families
Hispanic 113 Families
Asian 10 Families
American-Indian 0 Families
To maximize diverse ethnic participation, staff will utilize available Community
Resources (Exhibit B) to promote the expansion program and target our
recruitment efforts.
Individuals enrolled in the program will be required to attend participant
development workshops, complete homework assignments and take written and oral
examinations prior to being eligible for placement on the County's eligible
list. The program is scheduled to commence on October 12, 1988 and have the
first group of candidates eligible for appointment by January 9, 1989 (Exhibit
Q . Individuals appointed to full--time permanent positions may be placed in
any one of the departments listed on Exhibit D. The work location could be in
a County office in downtown Martinez or in a department branch office in East,
Central or West County.

Finally, staff is also working on streamlining the overall program to provide
for the expansion of position classification opportunities for County Career
Development Employment Program participants. Given the high success of the
program, its contribution to our affirmative action efforts, its positive impact
on North Richmond and Parchester Village, and now with the expansion of the
program to East County, it's clear to me that the program has out grown the
project status in program expectations and in staffing capacity in the
administration of as well as clerical support to the project and should be moved
from project status and be permanently funded.
In conclusion, the Career Development Program is proving to be one of the
positive ways the County is assisting people who are locked in a spiral of
poverty, unemployment, substance abuse, and in some cases incarceration, back
into the mainstream of our society as productive and healthy citizens.

Contra Costa County is pleased to announce the expansion of the County's Career
Development Employment Program to an area in Pittsburg (Census Tract 3120)
designated and approved by the Board of Supervisors on July 12, 1988. The
Career Development Employment Program established by the Board in November 1986
was designed to identify and recruit employable residents in a designated target
area, and through training and examination prepare individuals for placement in
full-time permanent jobs with the County. The Career Development Program was
initiated in North Richmond and Parchester Village (Census Tract 3650) to give
people from chronically high unemployment and single parent areas an opportunity
for employment with the County. People have been appointed to positions in a
variety of County departments. Some of the positions people have been appointed
to include:

Beginning Level Clerk (Typing and Non Typing)
Office Services Worker
Laborer
Custodian Trainee
Driver Clerk
Microfilm Technician
Institutional Services Aide
Fire Maintenance Worker
Medical Record Technician

Project Information Sheet
Project Description
The County Career Development Employment Program (CCDEP) is designed to
identify and recruit employable residents residing in Census -Tracts 3650
and 3120 and through personal development workshops, examination and
counseling, prepare these individuals to participate in training and career
development opportunities for a period of one year to enable them to become
an excellent performer.
The Board of Supervisors has established a County-wide pool of fifty-five
(55) unfunded positions in the Personnel Department to staff the County
Career Development Employment Program. County departments must request the
transfer of a position from the pool to be classified as a Career
Development Worker - Project position in order to participate in the
program. These positions will be funded through a salary offset of vacant,
funded classified positions which will be retained until future transition
of 'the Career Development Worker - Project position and incumbent to
permanent/classified status upon successful completion of the on-the-job
training period.
For each project position the Hiring Department will receive the names of
no less than three (3) candidates from the employment list. The department
representative will interview the list of candidates certified for final
selection and appointment.
Project Objectives
1. To provide employment opportunities to employable residents (unemployed
or underemployed) of Census Tract 3650 (North Richmond and Parchester
Village) and 3120 in Pittsburg.
2. To build job skills and competency necessary for transition to
permanent classified positions.
3. To provide the potential for personal and professional growth.
Project Service Area
The County Career Development Employment Program is designated by Board
action to serve residents of Census Tracts 3650 and 3120.
Eligibility Requirements
1. Must be a resident of Census Tract 3650 or 3120 for a minimum of 90
. days. Proof of residence is required.
2. Must be unemployed or underemployed.
3. Must attend participant development workshops.
4. Must receive a passsing score of at least 70% on examinations to be
placed on the employment list.
Note: Some positions require a Valid California Motor Vehicle Operator's
License.
Employee Performance Evaluations
After appointment, continued participation in the project will be dependent
upon a satisfactory evaluation by the Career Development Project Worker's
supervisor at regular intervals (every three months) . Successful
completion of the one year training phase (demonstrated skill and
competency required for the position) will qualify the participants for
transition into permanent classified service.
