HomeMy WebLinkAboutMINUTES - 10041988 - 2.4 TO: Board of Supervisors FROM: Hazardous Materials Commission T'4 COUP1'� DATE: October 4, 1988 SUBJECT: Long Term Funding for Household Hazardous Waste Collection Programs Specific Request(s) or Recommendations(s) & Background & Justification RECOMMENDATION Authorize the Chairman to sign a letter urging legislative action to provide long term funding for household hazardous waste collection programs through such means as a"bottle bill" tax on toxic products. REASONS FOR RECOMMENDATION/BACKGROUND AB3189 (Tanner) provided funding for start-up costs for demonstration programs for household hazardous waste collection programs. While laudable, this legislation did not address the need for long term financing. Currently, the only feasible means of financing available to the County is a surcharge on the garbage bill. This would require extensive effort to coordinate the activities of the numerous franchisers within Contra Costa County. The success of the effort would be dependent on concurrence by all the franchisers. In reviewing the issue,the Hazardous Materials Commission determined that a"bottle bill"type tax on toxic products would provide a single source of funding as well as put the burden of the program on those people who use the products.
