At the public hearing on the Contra Costa Jail Master Site Plan, affirm that proper notice was provided by publication of the notice in the Contra Costa Times on January 15, 1988. 2. Close the public hearing and adopt the Contra Costa County Needs Assessment and Master Site Plan and forward them to the State Board of Corrections as required under Proposition 52. 3. Refer the Needs Assessment recommendations and supporting documentation, including public response, to the Justice System Executive Council and the Correctional and Detention Services Advisory Commission for review and comment regarding implementation of the recommendations. REASONS FOR RECOMMENDATIONS/BACKGROUND: The County Correctional Facility Bond 'Act of 1986 allocated $2,338,176 to Contra Costa .County for jail construction and established prerequisites for receipt of the funding. Two of these prerequisites are the completion of a Major Needs Assessment and a Master Site Plan. The Contra Costa County Board of Supervisors appointed the Correctional Facility Planning Task Force to complete the Needs Assessment and develop a proposed Master Site Plan. The Board has already submitted the required Formal Project Proposal to the Board of Corrections (September 30, 1987) to reserve the County's allocation. The projects listed in that proposal (the remodel of the medical/mental health module at the Martinez Detention Facility and the addition of 120 beds to an existing facility) are consistent with the Needs Assessment. The Correctional Facility Planning Task Force will present the Master Site Plan at the public hearing and submit the Plan and Needs Assessment for Board action. The Task Force approved these documents at their January 1.3, 1988 meeting. The cities and community representatives have also been notified of the public hearing date and time. Two responses have been received, from the cities of Antioch and Martinez. The current Needs Assessment indicates that Contra Costa continues to have the lowest incarceration rate in the State for an urban county. The County employs pre and post sentence alternatives to incarceration programs. All county facilities are currently over rated capacity with the Martinez Detention Facility operating at 100% over rated capacity. Highlights of the recommendations contained in the Needs Assessment are: 1. Contra Costa County will need approximately 1,816 jail beds by 1995, about 145 more than will be available after the opening of the new West County Justice Center. [This assumes the following facility capacities: Martinez Detention Facility (650), Marsh Creek Detention Facility (360), Work Furlough Facility (101), West County Justice Center (560). ] Plans for the use of Proposition 52 funds include: a. Immediate construction of two 60-bed modular dormitory buildings at the Marsh Creek Detention Facility to relieve some of the overcrowding at the Martinez Detention Facility. b. Repairs and alterations to the existing facilities at Marsh Creek necessary to operate the facility safely in the short and long term. The construction of additional modular dormitory buildings is also anticipated after completion of the Marsh Creek Master Plan. C. Remodel of the medical/mental health module at the Martinez Detention Facility and the conversion of F-Module into a second medical/mental health housing unit to accommodate the increase in inmates requiring separate housing because of medical or mental health problems. 2. Construction costs are estimated at $500,000 for the remodel at the Martinez Detention Facility (medical/mental health housing) and $2.6 million for the Marsh Creek Detention Facility expansion and modification. 3. The County has $3,117,568 available from Proposition 52, including the local match. 4. The new housing at the Marsh Creek Detention Facility is designed in a manner to increase the overall staff efficiency of the Marsh Creek site. Less than one post (4.01 officers) will be needed to supervise each 60-bed dormitory unit. The remodel of M-Module and the conversion of F-Module into medical/mental health housing at the Martinez Detention Facility will not require additional staff positions due to the renovations. Additional health service positions are requested based on increases in the numbers of inmates requiring service or changes in the type of service required. 5. With the goal of keeping jail populations--and thus staff and construction costs--as low as reasonably possible, several alternatives to incarceration programs are recommended, including expanded use of county parole and a day reporting program. These programs may entail some additional staffing costs, although most of the costs should be offset through fees charged to participants. 6. Finally, continued review and development by the Justice System Executive Council is recommended for several areas of jail operations and services: a. Development of a population control plan including review of citation release, bail, early felony disposition and weekend court. b. Improved computerization of various jail management activities. Supervisor Tom Powers commented on the recommendations in the Needs Assessment relative to alternatives to incarceration. He noted that the Work Furlough Program has been successful and proposed that the Program be expanded. Supervisor Powers also commented on the backlog in some of the Municipal Courts and recommended that the work flow be adjusted equally among all the Courts. Supervisor Tom Torlakson referred to the proposed expansion of the Clayton Rehabilitation Center and recommended that new home buyers in the area be informed of the proposed expansion. Board members being in agreement, IT IS ORDERED that the Finance Committee is REQUESTED to review the issues of expansion of the Work Furlough Program and adjusting the work flow in Municipal Courts.
