Keirstead from the East County Planning Commission Decision Relative to LUP 2045-87 in the Oakley Area. This being the time heretofore noticed by the Clerk of the Board of Supervisors for hearing on the appeal of Glenn E. Keirstead from the East County Regional Planning Commission Board of Appeals decision upholding the decision of the Zoning Administrator for approval with conditions of the request by Glenn E. Keristead (applicant) and William Huber (owner) for a land use permit to reconstruct and expand an existing residence for purposes of a childcare facility (LUP 2045-87 ) in the Oakley area. Jean Mesick, Community Development Department, presented a brief history of the appeal, and the proposed project. She commented on the approval by the Zoning Administrator with a condition relative to relocating the driveway to the northwest corner along Empire Avenue. She explained that the proposal before the Board today is a proposal by the applicant in which the driveway and the parking base bisect the site. Ms. Mesick described the property site and commented that the applicant has a proposed playground to the east of the site and then also to the south of the site. She commented that the applicant has indicated that at some time in the future on the southwest corner of the site the area may be subdivided but but she indicated that the two parcels in question are just proposed, they are not a part of the land use permit process. She explained that the East County Regional Planning Commission had upheld the decision of the Zoning Administrator. She commented that the staff recommendation was for the Board to deny the appeal and uphold the decision .of the East County Regional Planning Commission. Supervisor Torlakson commented on the number of parking plans before the Board today and requested clarification as to which plan the Oakley Municipal Advisory Committee recommended, which is the plan the East County Regional Planning Commission recommended, and which plan the staff is recommending. Jean Mesick commented on a plan by the applicant that indicates how the parking area could be reconfigured according to the East County Planning Commission' s and the Zoning Administrator' s conditions of approval. The public hearing was opened. The following people appeared to speak: Glenn E. Keirstead, 3238 Montevideo Drive, San Ramon, applicant, presented background on the submittal of the project, and commented on his proposed parking plan. He commented that the parking plan as proposed by staff compromises what is envisioned for the site and what they wanted to do for the school. He explained that they would like to use the existing play areas for the school. Julie Schmidt, 950 West Grantline Road, Tracy, Director of the school facility in San Ramon, commented on the parking structure, safety of the children, and that the plan that Mr. Keirstead has submitted would provide better safety for the children as well as T.2 TO: BOARD OF SUPERVISORS C`^ '`ra FROM: Harvey E.
