SUBJECT: Delegate to PIC Executive Director Authority to Approve
State Education Coordination Grant Requests
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Authorize the. Executive Director, Private Industry Council, on
behalf of the Board of Supervisors, to review agency proposals
for State of California Department of Education JTPA 8% State
Education and Coordination Grants for possible funding during
Program Year 88/89 (July 1, 1988 - June 30, 1989).
II. FINANCIAL IMPACT:
None. 100 percent federal funds.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The State of California- Department of Education (SDE) is
soliciting responses for JTPA 8% State Education and Coordination
Grants. Responses must be received by 3:00 P.M. Friday,
February 19, 1988 at the SDE Sacramento Office.
The RFP is for programs which will: 1) Enhance coordination and
linkages of service delivery areas and local education agencies;
2) Provide opportunities to serve participants in more than one
SDA; and 3) Provide funds for making an impact on local needs to
start up new programs.
The maximum amount per proposal is $50,000 (which must be matched
by successful bidders).
The actual selection of programs to be funded is made by the
State Department of Education. To ensure local coordination and
guard against duplication of services, SDE has required grant
applications to have a sign off of review by representatives of
the SDA, CEO and PIC. Since the Contra Costa County PIC lacks
general funds that could be used as the required match, we are
precluded from directly applying. The authorization is
consistent with past Board action.

Based on previous experience, PIC staff estimates that as many as
15 applications will be submitted for services to JTPA residents
of the Contra Costa County service delivery area. In order to
provide local agencies the maximum opportunity to prepare the
RFP, and to allow the best possible opportunity for the funding
of programs to serve County residents eligible for JTPA, it is
recommended that the PIC Executive Director be delegated to
review for the Board 8% funding proposals due February 19, 1988.
