SUBJECT. Contract for Legislative Representation
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOPAY ENDATION:
1 . Approve and authorize the County Administration to execute on
behalf of the County a contract with Jackson/Barish &
Associates in the amount of $60 , 000 for the period January 1,
1988 - December 31, 1988 to represent the interests of Contra
Costa County before the State Legislature and Administrative
agencies as more specifically set . forth in the attached
contract.
2 . Amend the 1987 contract with Jackson/Barish & Associates to
increase the payment limit by $3100. 00 to cover travel
expenses and other unanticipated costs which occurred during
the year.
BACKGROUND:
During 1987 Jackson/Barish & Associates did an admirable job of
representing the County' s interests in Sacramento. Among the
achievements for which they can rightfully take the major credit
aro the following:
1 . Getting existing fire districts exempted from the provisions
of SB 515, thereby retaining the Board of Supervisors control
over the composition of the governing boards of the dependent
fire districts.
2 . Passage of SB 349 , SB 1148 , SB 351 & AB 2519 each of which
provides added revenue to the County from fines and
forfeitures. Taken together these bills will provide
approximately $2 million a year in additional revenue to the
County. Most of this revenue will not be affected even if the
County opts in to SB 709 since the funds are reserved for
courthouse construction. Roy Chiesa, Clerk-Administrator of
the Walnut Creek - Danville Municipal Court maintains there is
no way these bills would have passed and been signed into law
without the assistance of Jackson/Barish.

3 . Achieving passage of SB 848 and AB 1364 to provide state
funding for pilot projects in this county relating to the
needs of the developmentally disabled and mentally ill
substance abusers. Unfortunately, after achieving passage by
the Legislature both bills were vetoed by the Governor.
4 . Provided support letters on numerous pieces of legislation
supported by the Board of Supervisors, even an legislation for
which Jackson/Barish were not primarily responsible.
In view of the substantial positive results achieved by Jackson/
Barish & Associates for the County during 1987 , it is recommended
that the Board contract again with Jackson/Barish & Associates in
1988 .
