Acknowledge that Contra Costa Water District and East Bay Municipal Utility District have current drought action plans. 2 . Authorize staff to work with the Committee for Water Policy Consensus, Association of Bay Area Governments, Department of Water Resources, and other agencies in furthering the development and promotion of drought action plans. 3 . Direct staff to determine if County water conservation land- scape policies can be applied to permitted residential. subdivisions that have not been built or are in the process thereof. 4. Concur with letter sent by the Coalition to Save our Delta to David Kennedy, Director of the Department of Water Re- sources, requesting assurance that the Coalition continue to receive recognition with regard to Delta issues and to request a meeting with the Director concerning recently proposed Delta legislation. S. Take no action with regard to the report on Hetch-Hetchy water supply system replacement concepts submitted to the County by the City of San Francisco. FINANCIAL IMPACT None. Carl Gilson of the East Bay Municipal Utility District reported to the Committee that at this time the District has completed its short term program and goals with regard to drought action plans and public awareness. East Bay MUD is now attempting to implement its long range conservation goals and programs. Debbie Maxom of the Contra Costa Water District reported that the District has moved down to a lower level of concern with regard to the drought situation. Both Districts do have drought action plans, but there doesn' t appear to be a problem in the upcoming year. The state is currently 1%2 to lj3 of the way through the rainy season and the current outlook is good. Both felt that the upcoming year could be above average if precipitation con- tinues like it has. However, both Districts are still active in conservation and are watching the State precipita- tion quantities. 2. At the January 11 meeting, the Board of Supervisors Water Committee determined that it was necessary to continue the development and promotion of water conservation programs throughout the County and Bay Area. It was felt that vari- ous programs could be created to continue this. The Commit- tee decided that staff should work with the Committee for Water Policy Consensus, the Association of Bay Area Govern- ments and the Department of Water Resources and utilize the various resources of each in developing and carrying out drought action programs. The Committee suggested that some of the programs might include a contest among the nine Bay Area counties to determine who could implement the largest number of conservation (drought action) policies. The win- ning county would receive a Bay cruise trip. Other programs might include a county sponsored workshop for public works directors addressing conservation issues and ideas. 3 . Following various discussions on drought action plans, the Water Committee felt it was necessary to investigate the feasibility of applying the newly adopted County landscape water conservation policy to developments that were permit- ted prior to the policy' s adoption and have not begun construction or construction is currently underway. The Committee felt that policy imp lementation=Tshould- apply to all current developments as well as future new developments. 4. It was reported to the Water Committee that the Coalition to Save our Delta was not asked to participate in legislative discussions concerning new Delta legislation. The Coalition in turn sent a letter to David Kennedy, Director of the Department of Water Resources, requesting that the Coalition be acknowledged and requested attendance at any future dis- cussion concerning the Delta. The letter also requested a meeting between the Coalition and Director Kennedy prior to the January 20 scheduled meeting of the Assembly Water Com- mittee which will be discussing Senate Bill 34 . The Commit- tee felt that the Board of Supervisors should concur on this action. 5 . The Committee reviewed the report on the Hetch-Hetchy water system replacement concepts as submitted by the City of San Francisco to the Board. The Committee was advised that other counties and agencies have not responded to the report at this time. The report was reviewed by the Committee, which recommends that a position of no action be taken by the Board of Supervisors at this time. EW: jn 134:wc.brd
