SUBJECT: Staffing and Funding Needs for the Contra Costa Transportation Partnership Commission SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMEMATIONS The Transportation Committee recommends that: 1. The County should continue providing staffing support to the Contra Costa County Transportation Partnership Commission (TPC) until January 31, 1988. If the previous capital funding needs are met by the cities for the months October 1987 through December 1987 , then the County should continue providing staff services from the Community Development Department Transportation Planning Division until June 30, 1988. 2. As a member of the TPC, the County should pay its share of the capital costs needed in operating the TPC. The estimated cost of the County' s share for three months is $2579 which is approximately two cents per capita. 3 . The Community Development Department Transportation Planning Division staff should report back on a regular basis to the Transportation Committee and the Board on the progress of the TPC. If satisfactory progress is being made, the Board should favorably consider extending staff support beyond June 30, 1988 . FINANCIAL IMPACT The financial impact of the County providing staff services is that several members of the Transportation Planning Division are devoting their time to staffing the TPC. Staff costs can also be allocated to the County Administrator' s Office, the Department of Public Works, and the County Counsel ' s office on an as needed basis. Capital costs for the three month period (October 1 through December 31, 1987 ) is $2 ,579 and should be appropriated from County funds and allocated to the Community Development Department, Transportation Planning Division, for the Transportation Partnership,,-Commission. dp11 :TPC$Staf.bo Orig. SUPERVISORS AND COUNTY ADMINISTRATOR M382/7-83 BY DEPUTY REASONS FOR RECOMMENDATION/BACKGROUND The Board has stated several times that they support the effort and forums in which the countywide transportation issues and proposed solutions can be discussed. In keeping with this stance, the County agreed to the concept of a Transportation Partnership Commission. Further, as an indication of the County' s commitment, the Board of Supervisors offered staff support for three months until the TPC could decide whether to continue with the County staff or to seek other staff support. The TPC has requested that the County continue to provide staff support, as well as contribute its share of the capital needs. Both requests are in keeping with the Board' s support of this important Commission. CONSEQUENCES OF NEGATIVE ACTION The Transportation Partnership Commission will lose its staff support and the County' s share of the capital funding necessary for it to carry out its mission in discussing and trying to resolve the Countywide transportation issues among the diverse groups. Lack of support will severely hamper the Transportation Partnership Commission efforts as an organized forum to focus and coordinate transportation issues and solutions. dpll :tpc$staf.bo ( 1. 13 . 88) ro: BOARD OF SUPERVISORS FROM: County Transportation Committee Contra Supervisors Torlakson (Chair) and Schroder Costa DATE: January 19, 1988 Cou* SUBJECT: County Participation in the State Department of Transportation Transportation AMTRAK Committee I SPECIFIC REQUEST(S) OR RECOMMENDATION(_S) & BACKGROUND AND JUSTIFICATION -RECONIlEENDATION The Transportation Committee recommends the following actions based upon its meetings: 1. Appoint Supervisor Nancy Fanden to the Steering Committee of Caltrans ' Rail Task Force. 2. Authorize the Chair of the Board of Supervisors to send a letter to the Chair of the Conference of Mayors requesting the Conference appoint a representative to the Steering Committee. 3 . Authorize the Chair of the Board of Supervisors to send a letter to the Caltrans' Rail Task Force expressing support in the seeking legislation which would help fund inter-city rail services. FINANCIAL IMPACT Participating in the Committee has no direct financial impact. Amtrak San Joaquin train service is subsidized by the State. REASONS FOR RECOMYIENDATION/BACKGROUND The Steering Committee of Caltrans ' Rail Task Force was formed, with impetus from several Central Valley counties, to explore and promote improved rail service between and among the Bay Area, Sacramento, the San Joaquin Valley and Los Angeles. The following counties are also members of the Steering Committee: Alameda, Fresno, Kern, Kings, Los Angeles, Madera, Merced, Sacramento, San Joaquin, Stanislaus, and Tulare. dpll:Amtrak.bo Orig. One of the proposals being considered by the Steering Committee is to re- route some, or all, trains through Pleasanton and Livermore, bypassing Contra Costa County. For these reasons, it is important that Contra Costa' s interests be represented on the Committee. This can best be accomplished with one representative from the Board of Supervisors, and one from the Conference of Mayors. Further, the Steering Committee has requested that the Board adopt a resolution petitioning the Governor, the State Legislature and the California Transportation Commission to develop and enact legislation necessary to provide full funding to implement the Steering Committee priorities. The Transportation Committee supports the concept of seeking legislation for funding "inter-city" services such as AMTRAK, as long as it does not affect the funding for "intra-city" rail services such as BART. CONSEQUENCES OF NEGATIVE ACTION Contra Costa would not be represented on a Committee which may influence "inter-city" rail service to the County.
