SUBJECT: Training and Productivity.

RECOMMENDATION:
1 . Reaffirm the Board' s interest in having the County continue to
work with the private sector to promote a cooperative exchange
of information, ideas and resources in such areas as training,
office automation and productivity measures .
2 . Acknowledge the progress made to date in establishing
productivity standards for County departments and programs
which compare the efficiency of County operations with those
in other urban counties .
3 . Acknowledge the creation of the Policy Advisory Committee
which provides a forum in which County department heads can
meet and discuss common management challenges with their
counterparts in the private sector.
4 . Authorize the County Administrator to further these public/
private sector interactions by contacting several chief
executive officers or high-level managers of local
corporations for the purpose of forming a core private sector
advisory group which can be called on as the need arises to
advise the County on issues such as office automation,
training and productivity.
BACKGROUND:
On December 15 , 1987 the Board referred to the County Administrator
a proposal from Supervisor McPeak to utilize the unique
contribution and perspective of private sector chief executive
offices and their top management as advisory to the County on
specific issues . The County Administrator was asked to meet with
employee organizations to explain the proposal to them and was
requested to report back to the Board.

There is clearly considerable value to be obtained from a
cooperative interface between the public and private sectors. This
can be particularly valuable when the County faces a specific
technical problem requiring innovative solutions at minimum cost.
The same is true when the County is in need of training resources
which are generally available only to the private sector. The
private sector is also generally further ahead in many areas having
to do with office automation.
The Board asked the County Administrator to establish productivity
standards several years ago. This has been done and periodic
reports have been made to the Board as a part of the budget review
process. The County Administrator has also formed a Policy
Advisory Committee which meets periodically with executives in the
private sector to share management training resources and obtain
input on techniques to solve management problems . This can also
include consulting with the private sector on office automation
capabilities and on how productivity measures are established in
the private sector. The focus of these meetings has been on
picking up management techniques which have worked well in the
private sector which can be transferred to the public sector. Thus
far, the Policy Advisory Committee has met with executives of
Chevron, Dow Chemical, Bank of America, Pacific Telephone, etc.
It is recommended that this consultation continue and be expanded
by contacting several chief executive officers or high-level
managers of local corporations for the purpose of forming a core
private sector advisory group which can be called on as the need
arises to advise the County on issues such as office automation,
training and productivity.
Many of these executives are willing to share their resources with
the public sector when they are approached in a spirit of
cooperation and sharing. Corporations have loaned executives to
public agencies to solve a particular problem, have indicated a
willingness to open their training resources to public agencies and
are frequently willing to help diagnose a problem and suggest
possible solutions which can be implemented within the agency' s
financial resources . We believe that this use of private sector
CEO' s can be of mutual benefit to the public and private sectors.
This concept was presented to the employee organizations on January
7 , 1988 . All employee organizations were invited to attend. The
meeting was attended by representatives from Local 1, Local 535 ,
AFSCME Locals 512 and 2700 , the Western Council of Engineers and
the District Attorney' s Investigators. All were supportive of the
concept as outlined above and indicated no objections to the
proposal.
Periodic reports will be made to the Board of Supervisors to update
the Board on areas in which the private sector has been used in
this way.
