I. RECOMMENDATION
ACCEPT report from Public Works Director on County and Flood
Control District Area of Benefit fees.

III. REASONS FOR RECOMMENDATION/BACKGROUND
On December 3 , 1987, the Board requested that a report be
submitted on January 19, 1988, on the County and Flood Control
District Area of Benefit programs for road and drainage
infrastructure. Attached is a report on each of the areas having
a benefit fee. The report indicates the type and amount of fee
assessed, the average annual revenue for each area, the present
account balance for each area, and a short description of what
has been accomplished and what is expected to be accomplished in
the near future.

REASONS FOR RECOMMENDATION/BACKGROUND (CONTINUED) :
The report covers 43 areas. It represents a very brief, snap
shot of each entity. In most cases, the accomplishments are
understated due to the fact that some of the entities have been
providing infrastructure for many years and many of the
improvements have been installed by the development community in
lieu of the payment of the fee. These improvements have not been
tabulated in order to save staff time.
The development fees for road improvements have, in the past
three years, provided much needed works in the Tassajara Valley,
the Pleasant Hill BARTD Station, and Discovery Bay area. By
1989, over $17 million worth of improvements will be completed or
under construction in areas like Oakley, West Pittsburg and
Pacheco.
During the past five years, through drainage fees, we have seen
the installation of over 80, 000 linear feet of storm drain and
the acquisition of nine detention basins involving 60 acres of
land. This year, an additional $3 million of improvements will
be installed solely by drainage fees.
