SUBJECT: WEST COUNTY JOINT POWERS AGREEMENT
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Endorse the Disaster Council recommendation of September 21,
1987 and authorize the County Administrator and the Director ,
Office of Emergency Services to join the West County Consortium .
of Cities and pay the necessary participant share to organize a
uniform emergency preparedness program in West Contra Costa
County.
Authorize the Director, Office of Emergency Services to sign a
Joint Powers Agreement with the five cities in West Contra .
Costa County to promote more effective disaster preparedness in
the area.
BACKGROUND
Currently, two of the cities in West County use an emergency
planning coordinator through the County Office of Emergency
Services to perform their planning activities. This has worked
well in the past. However , in light of the information in the
recently distributed Special Publication 78 by the State
Division of Mines and Geology, the heavy rainstorms of previous
winters , and the mudslides in El Sobrante three years ago, it
became obvious that increased planning was necessary.
Recognizing that the county infrastructure may be disrupted for
hours or days due to a damaging earthquake, it became clear
that the individual cities in West County must be able to
continue key services following a disaster.
Therefore, in an effort to ensure reasonable continuation of
key services, the five cities in West County and the county OES'
met to plan and organize a joint preparedness effort . When
completed, it is intended that West County will have a program
fully integrated with the objectives of Contra Costa County,
the State of California and the Federal Emergency Management
Agency.

�le City of E1 Cerrito submitted to the West County mayors.
iINANCIAL IMPACT:
Each jurisdiction is expected to contribute fifty cents per
capita to this joint preparedness effort. This represents
approximately $ 9, 299 .00 as the county' s contribution.
IMPACT OF NEGATIVE ACTION:
The county will not be a member of the consortium, the
preparedness effort may collapse and the nearly 50,000
residents in the unincorporated portions of West County will
continue to have only a piece-meal and fragmented level of
preparedness.
