SUBJECT: Approval of Standard Agreement 429-317-3 with . the State
Department of Health Services (State 485-87246 A-1 ) for the
Alternative Test Site Program/HTLV III Antibody Testing
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION:
Approve and authorize the Chairman to execute on behalf of the
County, Standard Agreement #29-317-3 (State 485-87246 A-1 )
effective March 1 , 1987 with the State Department of Health
Services to amend Standard Agreement 429-317-2 (effective
April 1 , 1986 through June 30 , 1988 ) for HTLV III Antibody
Testing for detection of antibodies to the probable causative
agent of Acquired Immune Deficiency Syndrome (AIDS ) with a
$291 , 316 increase in the total reimburseable amount under this
contract , from $23 ,030 to a new total of $314, 346.
II . FINANCIAL IMPACT :
Approval of this amendment by the State will result in increased
State funding of $291 , 316 , from $23 ,030 to a new total reimbur-
seable amount of $314 , 346 . This program is 100% State funded
and no County match is required .
III . REASONS FOR RECOMMENDATIONS/BACKGROUND :
On July 29 , 1986 , the Board approved Contract 429-317-2 with the
State Department of Health Services for HTLV III Antibody
Testing . Health and Safety Code Section 1630-1632 requires
designated counties to provide a testing program and confiden-
tial information and referral services for individuals who seek
testing . The purpose of this amendment is to increase the total
reimburseable amount under the contract with no other changes in
contract provisions .
This program currently operates clinic sites in Concord and
Richmond , with a third anticipated in East County, where anony-
mous AIDS antibody testing , including education and counseling ,
is free of charge . The antibody testing indicates whether an
individual has been infected with the virus which causes AIDS .
The Health Services Department encourages the use of voluntary
antibody testing for those persons whose behavior puts them at
risk for HIV infection. The primary purpose of testing is the
prevention of infection through education and counseling of
persons at risk.

Three new positions will be established in the AIDS Program
which will be covered by funds received from this agreement .
The positions include a Public Health Program Specialist I , a
Communicable Disease Technician, and a Senior Clerk or Office
Manager . The agreement also covers existing County staff
assigned to the AIDS Program.
This document has been approved by the Department ' s Contracts
and Grants Administrator in accordance with the guidelines
approved by the Board ' s Order of December 1 , 1981 (Guidelines
for contract ' preparation and processing, Health Services
Department) .
The Board Chair should sign eight copies of the contract , seven
of which should then be returned to the Contracts and Grants
Unit for submission to the State .
