SUBJECT: APPROVING PROJECT ARCHITECT FOR REMODELING 100 37TH AND 100 38TH
STREET, RICHMOND (WH240B)
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
A. APPROVE the following firms as highly qualified to
provide architectural services for Remodeling 100 37th
Street and 100 38th Street, Richmond, listed in order of
preference, as recommended by the County selection
committee: Harrison/Fox Architects, Pleasant Hill,
first; Stephen E. Harriman AIA & Assoc. , Walnut Creek,
second; and John Hernikl, Architect, Walnut Creek, third.
B. AUTHORIZE the Director of General Services to ( 1)
negotiate an appropriate agreement with the firm listed
first for architectural services at a price which the
Director determines to be fair and reasonable to the
County, and ( 2) if a satisfactory agreement cannot be
negotiated, to formally terminate negotiations with the
first firm and undertake negotiations with the other
firms, in the order of preference determined by the
selection committee, until an appropriate agreement is
reached.
II. FINANCIAL IMPACT:
Authorizing negotiations will have no significant financial
impact. Any agreement resulting from these negotiations will
be submitted to the Board for approval, and, if approved,
will encumber funds from a capital budget which has been
established for this project.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
A. This project will renovate areas vacated by Juvenile
court at 100 38th Street For Probation Department and
provide for expansion of Bay Traffic Court, Bay Court
Administration and the District Attorney at 100 37th
Street, Richmond.

B. The architectural selection committee interviews were held
on November 20, 1987. The committee has recommended that
the Director of General Services seek authorization to
negotiate an appropriate agreement for architectural
services with the candidate ranked first and, if
negotiations fail, to negotiate with the other firms in
the order of preference established by the committee.
C. The firm ranked first is 50% female owned.
D. The County must proceed with an agreement for
architectural services because it does not have
sufficient staff to provide the services.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If this recommendation is not approved, the County will have
vacant and unused space in County owned buildings.
