(G. Bassi ) BACKGROUND: P-300 #14505 was submitted November 11, 1987 by the Community Development Department requesting the reclassification of Account Clerk III position #20-40 to Accounting Technician. I met individually with Gemma Bassi and her immediate supervisor, Ron deVincenzi , Administrative Services Officer to discuss the duties and responsibilities of her position as outlined in the attached classification questionnaire. My audit confirms that the duties performed are as described in the questionnaire and the additional details provided here are only meant to supplement the given information. Gemma is currently number 1 on the continuous Accounting Technician eligible list and therefore certifiable to the department. FINDINGS: Position #20-40 was created at the Account Clerk III level when the Community Development Department was established approximately 2 years ago. Since that time the departments' personnel has increased by 40%, work authorizations have increased across 19 budget units from the original 3, and the department has assumed (from the . Public Work's Department) responsibility for 10 county service area contracts. In addition, the contracts with the State and private consultants for the building and redevelopment projects throughout the county have grown drastically. The position that Gemma Bassi occupies also has changed with this growth. She is still the only accounting personnel in the department and is now responsible for a wider range of duties that when the department was created. ALLOCATION FACTORS: A. COMPLEXITY Gemma is responsible for maintenance on all contract files, service area and private consultants. She monitors cash disbursements (advances and accounts payable) and verifies allowable expenditures. This position functions as a control point to ensure that contract requirements are met (payments schedules, insurance requirements etc. ) and that State guidelines/regulations for bond programs are followed. Incumbent is expected to advise service areas and Administrative Service Officer on budgeting/contract problems and recommend appropriate adjustments. B. KNOWLEDGE To perform these tasks Gemma has acquired an overall knowledge of departmental functions as well as special knowledge related to State and private contractual agreements. The budget work performed for departmental administration includes compilation of expenses to date and projections for remaining year, including holds and encumbrances on contracts. For the Service Areas, Gemma advises on .budget structure, provides training on process and makes necessary adjustments to their budgets when appropriate. Gemma has been instrumental in developing an automated : tracking system for budget/contract expenses and has a thorough knowledge of both the program and regular accounting systems as they relate to the Community Development Department. C. INDEPENDENCE/JUDGEMENT Gemma works independent of supervision due to the specialized nature of her assignment. There is no desk manual in existence and all aide materials have been compiled by her. Gemma is given a great amount of latitude to resolve problems and only relies on ASO/Planners for new policy direction. Additionally, the consequence of error is significant due to position being the control point for large sums of money. D. HUMAN RELATIONS There is a significant amount of person-to-person contact in this position as Gemma is the contact for all Service Area personnel , State and county persons and private contractors. Gemma is responsible not only for disseminating the details of contracts and agreements, but is involved in the training of new Service Area personnel . CONCLUSION AND RECOMMENDATION: Based upon the independence of action, judgement and knowledge required to perform assigned duties, staff finds justification to reclassify position from Account Clerk III to Accounting Technician. This action will be effective January 1, 1988 and has the approval of the County Administrator's Office for the January 19th agenda. t
