HomeMy WebLinkAboutMINUTES - 01121988 - IO.4 BOARD OF SUPERVISORS FROM: VVI,,,1L� INTERNAL OPERATIONS COMMITTEE Costa DATE'. �.M�� January 4, 1988 SUBJECT: Solid Waste Public Education Program SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AMID JUSTIFICATION RECOMMENDATION 1) Direct staff from the Community Development Department to meet with the operators of the three current landfills to determine their willingness to jointly volunteer to provide $30,000 a year toward funding a Solid Waste Public Education Program until such time as a new landfill site opens to the public. 2) Direct' staff from the Community Development Department to write to the Delta Diablo Sanitary District, Central Contra Costa Sanitary District and West Contra Costa Sanitary District requesting that between them they agree to provide grants totaling $30,000 a year toward funding a Solid Waste Public Education Program until such time as a new landfill site opens to the public. If such grants are not forthcoming, request loans from the three sanitary districts in lieu of grants, the loans plus interest to be repaid at a rate of $60,000 per year beginning twelve months after a new landfill site opens to the public, the loans to total $60,000 per year minus any voluntary funding provided by the operators of the three existing landfill sites. 3 ) Clarify that it is the intent of the Board that the land use permit for both proposed new landfill sites in the County be conditioned substantially as follows: 11upon opening the landfill site, the owner shall pay to the County costs for solid waste public education programs expended from calendar year 1988 to the date of landfill opening. The costs shall not exceed the principal amount of $60,000 per year. The cost of reimbursement shall also include any interest paid to a public agency which .loaned funding for the program. The County shall reimburse the public agencies funding the program for principal and interest amounts. If the Board funds the public education program in another manner, this condition shall not come into effect. The cost of this condition can be included in the overall rate structure for the landfill to reimburse the owner for these costs. BACKGROUND On the Correspondence Calendar for today' s Board meeting is a letter from the Chair of the Solid Waste Commission recommending substantially what is contained in the above recommendations. Our Committee met with Councilwoman Avon Wilson, Chair, Solid Waste Commission and staff on January 4, 1988 to review this letter. We have expanded the Commission' s suggestions to include requesting outright grants from the three Sanitary Districts as well as loans if grants are not made available. As is noted in the Commission' s letter, funds will eventually be available from a new landfill site to finance a solid waste public education program. However, that money won' t be available for at least two to three years. Our Committee agrees with the Solid Waste Commission that it is important that a public education effort be undertaken immediately. While some funding may be available for public education from the funds made available by the forthcoming Transfer Station for a resource recovery director, we believe a full-time public education effort is needed to carry out the goals and objectives which were attached to our report of December 14, 1987 . We therefore recommend that the above recommendations be approved and be considered to include action on the December 22, 1987 letter from the Solid Waste Commission. cc: County Administrator Director of Community Development Avon Wilson, Chair, Solid Waste Commission (via CAO) County Counsel Land Waste Management (Via CDD) S. & J.
