RECOMMENDATION
Remove as referrals to our Committee all remaining referrals
relating to B.E. & K and USS-POSCO on the basis that B.E. & K' s
refusal to cooperate with our Committee precludes any further
substantive discussion of the issues detailed below.
BACKGROUND
There are three issues .relating to B.E. & K which our Committee
has continued to be concerned about. First is the adequacy of
B.E. & K' s health plan coverage for its employees and their
dependents. Second is the manner in which B.-E. & K does drug
testing of its employees and whether the testing procedures are
adequate to insure that samples are not misidentified. Third is
whether any of B.E. & K' s employees or former employees have been
seen in the Health Services Department' s outpatient clinics.
In regard to the adequacy of B.E. & K' s health plan coverage,
Frank Puglisi, Hospital Administrator, indicated that the
coverage for B.E. & K' s employees appears to be fairly standard
except that it apparently does not include coverage for
outpatient physician visits. Itis above average in that it pays
100% of the premium for employees. However, it pays none of the
premium for an employee' s dependents.
In terms of the drug testing procedures, Dr. .Wendel Brunner,
Director of Public Health, reported that his staff had attempted
to obtain information from B.E. & K about the procedures they
used in performing drug testing on employees. Dr. Brunner shared
a letter he received from B.E. & K in response indicating that
all B.E. & K employees are subject to pre-employment drug
testing. They also indicated that "the method of the drug
testing is considered proprietary to AMK International." In view
of this response there appears to be little else we can do to
respond to complaints that B.E. & K' s drug testing procedures
allow for mixing up samples between employees. .

Third, in regard to the use of County Health Services Department
facilities by B.E. & K employees, Mr. Puglisi reported that the
Pittsburg Clinic had run a test for six weeks and were aware of
only two B.E. & K employees who had been seen. One was coded as
having no insurance coverage. The other, who may have had
insurance coverage from a spouse, was coded as having private
insurance coverage.
We believe we have gone about as far as we can go in pursuing .
these three issues and therefore must recommend that these issues
be removed as referrals to our Committee with no further action
to be taken at this time.
