MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: JANUARY 5, 1988 SUBJECT: 1988/89 TRANSPORTATION DEVELOPMENT ACT APPLICATIONS Specific Request(s) or Recommendation(s) & Background & Justification , I. RECOMMENDATION 1. Approve the following projects: A. A pedestrian path on Canal Road from Bailey Road to the Bel Air Elementary School in the West Pittsburg area ($30, 000) . The County will maintain the path. B. A pedestrian/bike trail on the Iron Horse Trail (former Southern Pacific Right of Way) from Stone Valley Road to Livorna Road in the Alamo area ($120,000) . East Bay Regional Parks will maintain the trail. C. A bike path on Manor Road from Rincon Road to Hilltop Drive in the E1 Sobrante area ($90, 000) . The County will maintain the bike path. 2. Authorize the Public Works Director to submit applications to Metropolitan Transportation Commission for 1988/89 Transportation Development Act (TDA) funding. 3 . Approve the TDA funding application by the Town of Danville for the following joint Town/County project to be administered by Danville: A. A pedestrian/bike trail on the Iron Horse Trail from Stone Valley Road in Alamo to Prospect Avenue in the Town of Danville. East Bay Regional Parks will maintain the trail. FINANCIAL IMPACT None. TDA funding covers 100 percent of the estimated project costs. III. REASONS FOR RECOMMENDATIONIBACKGROUND Every year, the County can submit TDA funding applications for three projects within the unincorporated area (one each in the east, central and west county areas) and one joint project with another agency. The County will provide the right of way and the Town of Danville will prepare the application and administer the joint project. IV. CONSEQUENCES OF NEGATIVE ACTION With the exception of the Canal Road project, all of these projects have had previous phases, that were funded under the TDA program. Failure to approve the projects and prepare the applications will eliminate a potential funding source and delay implementation of the County's General Plan as it relates to pathways.
