FROM Phil Batchelor Contra County Administrator CWLGI DATE; December 28 , 1987 Cu^, ,, �lJl.Jrty SUBJECT: Implementation of AB 3608--Phillips/Reeves In-Home Child Protection Act of 1987 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Acknowledge receipt of the report of the County Administrator on the implementation of AB 3608 (Chapter .1496, Statutes of 1986 ) , the Phillips/Reeves In-Home. Child Protection Act of 1987. BACKGROUND: On August 25, 1987, the Board of Supervisors heard a presentation by Mary Beth Phillips and Michelle Dilly of the Department of Justice on AB 3608. This bill, which became effective January 1, 1987 , authorizes a parent to obtain a background check . on a . potential child care provider. At the conclusion of the presentations by Ms. -Phillips and Ms. Dilly, the Board adopted the following orders to staff: "IT IS BY THE BOARD ORDERED that a letter to Attorney General John Van de Kamp urging active support of the Department of Justice in implementing the In-Home Child Protection Act of 1987, including increased publicity is AUTHORIZED; the Director of Personnel is DIRECTED to include information- on Babysitter background investigations in the County employee newsletter; Mary Beth, Phillips and representatives of the Department of . Justice are REQUESTED to make a presentation on the program to the Family and Children' s Services Advisory Committee, and REQUESTED that information brochures on the program be made available in Social Services Department offices, Health Department outpatient and well-baby clinics and through the Contra Costa County Health Plan. " The letter to Attorney General Van de Kamp was sent. The Attorney General' s response appears elsewhere on the Correspondence calendar for this date. The Personnel Director included an article on AB 3608 in the October 1987 employee newsletter. Informational brochures are being revised by Ms. Phillips and will be distributed to all Social Service offices upon receipt. Brochures and application forms are also available in all of the Health Services Department' s outpatient clinics. An announcement will also be published in the February Health Plan newsletter noting the availability of the brochures and applications.. A copy of the Department of Justice brochure is attached, along with memos from the Health Services Department and Social Services Department. We believe that staff has complied with all of the Board' s Orders on this subject.
