IL October 1980 Contra Costa County Revised: September 1987 ACCOUNT REPRESENTATIVE/CONTRA COSTA HEALTH PLAN DEFINITION: Under general direction, represents the Contra Costa Health Plan with outside organizations which are a potential source of new subscribers; carries on commercial marketing activities with various entities under the commercial product line; monitors and services existing group contracts; and performs related work as required. DISTINGUISHING CHARACTERISTICS: . This class is responsible for representing the Contra Costa Health Plan with outside organizations, actively soliciting new accounts and members, and servicing existing group contracts. It is distinguished from positions in the health care counsellor series by the latter's emphasis on primarily member service activities. It is distinguished from the class of Health Plan Sales Representative in that the latter is engaged in marketing the plan to primarily Medi-Cal and Medicare subscribers. Supervision to this class is provided by the Health Plan Sales Manager. TYPICAL TASKS: Develops prospect lists and calls on potential accounts; does cold calling, telemarketing and networking with business groups to generate new group contracts; conducts employee presentations to generate new subscribers once a group contract has been secured and periodically thereafter to expand or replenish membership as opportunities exist; develops and carries out open enrollment campaigns aimed at improving penetration within existing group accounts; services existing group contracts year-round and handles renewal of such contracts annually; develops and carries out educational programs to encourage retention of existing group members; represents the health plan at appropriate trade shows, employer conventions and meetings; oversees marketing and screening activities for individual program prospects and applicants;,,prepares reports and correspondence; conducts market surveys as requested; carries out other sales oriented or research tasks associated with promoting and marketing the Contra Costa Health Plan as assigned; may market other lines of business for Contra Costa Health Plan such as Medi-Cal and Medicare depending on staffing resources. MINIMUM QUALIFICATIONS: License: Possession of a Valid California Motor Vehicle Operator's License. Education: Possession of a high school diploma, GED equivalent or California High School Proficiency Certificate. Experience: Either (1) two years of fulltime experience or its equivalent in marketing which included at least one of the following areas:— market research, product development/refinement, pricing, promotion, direct field sales; or (2) one year of fulltime experience or its equivalent as a Health Care Counselor in Contra Costa County. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of successful selling techniques; strong public speaking and group presentation skills; ability to develop prospect lists and conduct marketing surveys; ability to explain complex services and coverages in simple, understandable terms; ability to communicate effectively verbally, and in writing; ability to deal tactfully but persuasively with administrative decision makers; ability to analyze data and prepare succinct benefit comparisons; ability to get along effectively with the public and co-workers.
