DATE: December 24, 1987 SUBJECT: Legislation on Household Hazardous Waste Policy. SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: q Support' legislation which would do the following: 1 . Encourage and facilitate recycling of hazardous waste statewide via such mechanisms as tax incentives, and 2 . Reduce administrative, financial, and . legal barriers to accepting household hazardous wastes at hazardous waste treatment facilities. BACKGROUND: At its meeting on December 23 , 1987 , the Hazardous Materials Commission adopted a policy on household hazardous waste recommended by its Communications Committee. The policy reads as follows: Policy: In order to reduce improper disposal of household hazardous waste in landfills and sewers: 1 . Encourage public awareness of household hazardous waste issues and promote responsible handling of household hazardous materials including, in order of importance, buying less, seeking safe substitutes, using all the materials, recycling, and appropriate disposal and 2 . Establish an ongoing program for collection of household hazardous wastes at convenient locations throughout the County. Possible locations could include solid waste transfer stations and hazardous waste treatment facilities-. Priority Guideline: Volume of waste and potential hazard should determine .the priority and resource allocations for household hazardous waste policy implementation (relative. to other hazardous materials and hazardous waste policies and Task Force .recommendations) . Page 2 The Commission recommended that staff investigate possible sources of funding for such a household hazardous waste policy, including such sources as garbage bills, AB 2448 (Chapter 1319, Statutes of 1987) , or the loo hazardous waste tax The Commission also adopted the above recommendations dealing with the need for legislation and recommended that the Board of Supervisors adopt a similar position on the need for legislation addressing the issue of household hazardous waste. It is, therefore, recommended that the Board adopt these recommendations.
