HomeMy WebLinkAboutMINUTES - 01051988 - 1.53 TO BOARD OF SUPERVISORS FROM: Phil Batchelor C=tra County Administrator Costa DATE: December 21 , 1987 SUBJECT: Legislation: AB 558 (Hannigan) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION• Adopt a position in support of AB 558 by Assemblyman Hannigan and request that Contra Costa County be included as one of the pilot counties. BACKGROUND: On August 12, 1987, the Solano County Board of Supervisors wrote to the Board asking that the Board support AB 558 by Assemblyman Hannigan. AB 558 allows three pilot counties to claim 100 of the county' s 1986-87 AFDC-FC expenditures in advance if the county shows that it will conduct a program of family reunification and family maintenance services. The bill also provides criteria to measure the success of the pilot projects. The pilot programs are to be designed to test the effectiveness of more intensive services in preventing foster care placement and reducing the length of stay in foster care. AB 558 presently provides for only three pilot projects. The counties are to be geographically balanced and include one, large, one medium, and one small county. Contra Costa County qualifies as a large county given the definition provided in the bill. Because the bill is sponsored by Solano County, it is assumed that they will be one of the pilot counties. Selecting Contra Costa as one of the two remaining pilot counties may be difficult given the geographic proximity of Solano and Contra Costa counties. It is, therefore, suggested that the Board of Supervisors support AB 558 and authorize the County' s lobbyist to discuss with the author the possibility of expanding the number of pilot projects in order to include Contra Costa County. The potential for eliminating the need for foster care placement, or reducing the length of time a child must remain in foster care, are worthy goals which this Board has supported in the past. The use of foster care funds for this. purpose allows a real challenge where the achievement of the project' s goals will reduce the need for foster care funding and thereby allow the. program to pay for itself. AB 558 has been included in the Board' s 1988/JLegislative JProgram.
